PLANNING AND DEVELOPMENT
April 5, 1989
The meeting was called to order by Tom Burton at 11 :04 a.m. with Will Roehl and
Emily Jackson present. Also present were Dan Taylor, Planning; John Hartley;
Brad Bennett, Public Works; Ray Weden, Weden Eng., Inc.; Mark Asmundson,
Attorney; Wayne Schwandt, Fourth Corner Development; Gwendolyn Allen, State of
Washington, Dept. of Trade & Economic Development (CERB); Ralph W. Black,
Granny's Muffins; Kristine Bird, KUGS; Ken Hertz, Trillium; Marge Laidlaw,
Interested citizen.
1. OPEN SPACE - DISCUSSION (CARL BATCHELOR)
Postponed until April 19, 1989.
2. MEMORANDUM FROM DANIEL TAYLOR, DIRECTOR OF LAND USE AND ECONOMIC
PLANNING, AND RECOMMENDATION REGARDING PACIFIC HIGHWAY REZONE
REQUESTS
Warner stated that a bond needs to be posted and do the landscaping
later under new regulations and that the concomitant agreement needs
to be changed. Burton wanted the rezone passed and the landscaping
dealt with separately at a later date. Hartley stated that some
people have been held up in moving because they must wait for the
ground to thaw to do the landscaping. Asmundson stated the need to
move along in order to utilize the heat produced by Olivine. Roehl
moved to recommend approval to the Council with the agreement of the
property owners on landscaping or posting a bond. Taylor will

be presented at the April 20th Council meeting.

5. RESOLUTI ON APPROVI NG THE ACTT ON OF THE STATE OF WASHI NGTON COMMUNI TY
ECONOMIC REVITALIZATION BOARD AND ISSUANCE OF NON - RECOURSE REVENUE
BONDS TO FINANCE AN INDUSTRIAL DEVELOPMENT FACILITY FOR GRANNYIS
GOURMET MUFFINS, INC., AND PROVIDING FOR OTHER MATTERS RELATING
THERETO
This will be a state of the art muffin facility; they currently
employ 30 and will go to 42 - 50 when it opens and then up 20 - 25%
in Phase II. This project meets criteria of CERB but needs a
resolution from the County. If there is a default, the money would
come from the bank who wrote the standby letter. The cost of
administration comes out of the bond and fees. This will be on
Horton and Cordata Parkway.
Jackson moved to recommend approval to the Council.

6. RESOLUTION APPROVING THE ACTION OF THE STATE OF WASHINGTON COMMUNITY
ECONOMIC REVITALIZATION BOARD AND THE ISSUANCE OF NON- RECOURSE
REVENUE BONDS TO FINANCE AN INDUSTRIAL DEVELOPMENT FACILITY FOR
D.J.S. & T. PRODUCT DEVELOPMENT AND ENGINEERING COMPANY AND
PROVIDING FOR OTHER MATTERS RELATING THERETO
Schwandt explained that this has been on Harris but will be located
on Marine Drive past Bennett. CERB agreed January 21, 1989 to allow
them to expand. This company has steady growth and will add 8 new
jobs to the 10 year old company to make a total of 18 employees.
Applications to CERB come from Fourth Corner. Allen stated they
check IRS standing, training required, and number of employees.
Roehl moved to recommend approval to the Council.

7A. RESOLUTION ORDERING THE SEGREGATION OF CERTAIN ASSESSMENTS WITHIN LOCAL
AND ROAD IMPROVEMENT DISTRICT NO. 9
7B. RESOLUTION ORDERING THE SEGREGATION OF CERTAIN ASSESSMENTS WITHIN
ROAD IMPROVEMENT DISTRICT NO. 8
Hertz stated that this is 4 acre area at the corner of Stewart and
Cordata Parkway. This will be a foreign owned, reliable, first of
its type in the Pacific Northwest business that will employ 80 - 100
people. When this LRID closes they will pay off LID 9 and will
assume LiD 8. The company will improve Stewart Road.
Roehl moved to recommend approval to the Council.
Motion carried.
7. RESOLUTION AMENDING RESOLUTION 88 -55
Roehl moved to recommend approval to the Council.
Motion carried.
4. RESOLUTION AUTHORIZING THE EXECUTIVE TO EXECUTE A JOINT POWERS
AGREEMENT WITH THE C I TY OF BELLI NGHAM FOR A LAKE WHATCOM RESTORATION
PROJECT
Deferred to Lake Whatcom Watershed Sub Committee.
3. ORDINANCE AMENDING THE LYNDEN- NOOKSACK VALLEY SUBAREA COMPREHENSIVE
PLAN MAP ... AND THE ... ZONING MAP ... FOR A 9.89 ACRE PARCEL
APPROXIMATELY 400 FT. N. OF TROMP ROAD WEST OF GUIDE MERIDIAN
Jackson expressed concern that the Guide could not handle increased
traffic from restaurants, gas stations, etc. that this would allow.
Taylor stated a conditional rezone or concomitant agreement would be
required.
Postponed until April 19, 1989.
