The meeting was opened at 2:10 p.m. by Committee Chair, Dan
Warner with Jackson and Vanderpol present. Others present were
Carl Allen, Developmental Disabilities; Keith Willnauer, Assessor;
Larry Mount, Doug Gill, Sheriff; Ken Quinn, Gloria Hansen, Bob
Hollister, Court Reporters; Judges Moynihan & Nicol, N.F. Jackson,
Superior Court.
Developmental Disabilities
Allen did not ask for additional funds but did want to keep
the Finance Committee posted as to their needs. He stated that
they have good programs but not enough room in the programs. The
State of Washington has not been generous to the developmentally
disabled. Each additional staff could handle 4 to 8 more people
depending on the degree of disability; an additional person would
cost $18,000. Allen said the most critical need is for high
school graduates. We spend large amounts of money for special
education through high school and don't have enough room in the
programs to get all the students into job training and placement
programs after they graduate.
Jackson asked if there was any chance of support from industry
who may use the person when trained. Warner said that perhaps the
County could help with postage and copying costs if Allen wished
to do a mailing to encourage industry involvement.
Assessor
Willnauer said he was pleased with the budget in every area
but one. He wants to reclass one person from a clerk to a
"cadastral map clerk". This would cost about $8,000 as the person
would go from a range 5 to a range 8. He has adjusted the work
loads among the clerks to accommodate this change.
Willnauer said their workload has increased dramatically.
They have gone from 20 to 30 documents a day to 120 a day. He said
that putting the staff on eight hour days instead of seven will
really help and is the equivalent of a half position.
Sheriff
Mount is requesting 2 more deputies at an approximate cost of
$111,000 for the first year for salaries and vehicles and $84,000
the second year. If they wrote 150 tickets the revenue would be
approximately $84,000 so they deputies would be almost self
supporting once trained.

Court Reporters
Hollister said the court reporters are a separate group and are
concerned about who represents them. Warner asked Sutberry if
these people had been given a raise in the budget; they have been
given a four percent raise for 1990 as exempt employees. Sutberry
said that he hopes there will be more meetings to deal with the
concerns of the exempt employees.
Superior Court
Moynihan said the concern is for a raise for Commissioner Frank
Morrow. He distributed a chart showing Morrow's salary as much
lower than most of his counterparts elsewhere. The Judges said
they would like to have his salary raised ten percent for each of
the next three years; his salary should be 90 percent of the
District Court Judges and he is certainly worth it.
