May 30, 1989
The meeting was called to order at 1 :00 p.m. by Committee Chairman Dan
Warner with members Emily Jackson and Mary Vanderpol present. Also present were
Shirley Van Zanten, County Executive; Tom Sutberry, Budget Manager; Barbara Cory,
Treasurer; Gary Wood, Phil Roorda, Juvenile Probation; Brad Bennett, Ed Henken,
Bob Jurica, Nasser Mansour, Public Works; Peter Thiessen, Marjorie Waltbeck,
Richard Ives, American Red Cross; Michael Tyers, Donna Whitaker, Northwest Youth
Services; Edward B. O'Connor, atty, (representing Bob Waisman); Lee Murphy, KGMI.
5. REQUEST FOR AWARD OF CONTRACT FOR DIVERSION SERVICES FOR THE FISCAL
YEARS 1989 -91 AND 1991 -93 TO NORTHWEST YOUTH SERVICES
Van Zanten and Wood explained the recommended provider change.
Jackson asked about the length of the term involved and wondered if
it could be evaluated at the end of 2 years and have the contract
contingent on that. Thiessen stated they at Red Cross were shocked
at this change as they had been given good evaluations by Wood and
had no indication that they were not meeting expectations. He
expressed concern about changing agencies when the offenders and
the parents were so comfortable with Red Cross and also stated he
had reservations about mixing the first time offenders with the more
toughened youth that are dealt with at Northwest Youth Services.
Vanderpol said this is one of finest programs in the County. His
wife, who is on the youth diversion committee, had difficulties with
the last program director at Red Cross but has seen a real
turnaround lately. He does, however, see the wisdom of having all
the programs under one umbrella at N.W.Y.S.

RESPONSIVE BIDDER, WILLIAM DI ERI CKX CO., AT A SIX -MONTH ESTIMATED
COST OF $10,103.50
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.

2. BI AWARD RECOMMENDATION TO REBUILD TWO CATERPILLAR D343 ENGINES FOR
USE IN THE WHATCOM CHIEF TO THE ONLY BIDDER, N.C. MACHINERY, FOR
$15,764 (LABOR) AND $22,617 (PARTS) (PLUS OR MINUS 10 %), FOR A
PROJECTED TOTAL COST OF $38,381 PLUS SALES TAX
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.

3. BID AWARD RECOMMENDATION FOR THE SUPPLY OF INFLUENZA VACCINE FOR THE
UPCOMING FLU SEASON TO THE LOW BIDDER, WYETH AYERST, AT A TOTAL COST
OF $10,057.50
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
4. REQUEST FOR AWARD OF CONTRACT FOR THE RELOCATION OF NORTH SHORE
DRIVE, CRP 99178, TO ONE -WAY CONSTRUCTION IN THE AMOUNT OF
$276,933.00, INCLUDING TAXES
8. RESOLUTION ESTABLISHING COUNTY ROAD PROJECT 99178 AND THE AWARD OF
CONTRACT FOR RELOCATION OF NORTH SHORE ROAD
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
6. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO NEGOTIATE A CONTRACT FOR
PREPARATION OF THE COUNTY'S HAZARDOUS WASTE PLAN WITH PAUL S.
RUNNING AND ASSOCIATES
Jurica explained this request. Warner expressed concern about
approving a plan with no dollar amount attached. Vanderpol said he
was on the selection committee and it was agreed that this firm
would give the most hands -on treatment of the plan.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL THAT WE ASK THE
EXECUTIVE TO NEGOTIATE A CONTRACT WITH PAUL S. RUNNING AND
ASSOCIATES WITH A CEILING OF $55,000.

7. RESOLUTION RE HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX
TITLE PROPERTY, REQUEST NO. 19
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
9. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, NON- DEPARTMENTAL
APPROPRIATION THEREIN FOR CONTINGENCY PAYOUT PURPOSES
VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL.
Motion carried.
10. ORDINANCE AUTHORIZING THE WHATCOM COUNTY TREASURER TO CREDIT A
DEPOSIT MADE UNDER ORDINANCE NO. 83 -5
Vanderpol suggested retaining $7,500 of the deposit to represent the
deposit on the lots he will not be bidding on. Hansey stated that
he interpreted the ordinance to state that Mr. Waisman was not
eligible for any rebate on the $17,950.00 he initially deposited.

11. ORDINANCE REVISING THE 1989 REAL ESTATE TAX CAPITAL IMPROVEMENT FUND
VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL.
Motion carried.
12. REVIEW AND FINALIZATION OF CONTRACT WITH NOR -BELL BY JULY 1
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
