May 16, 1989
The meeting was called to order at 3 :00 p.m. by Committee Chairman Dan
Warner with Mary Vanderpol and Emily Jackson present. Also present were: Tom
Sutberry, Fiscal Manager; Glen Kiep, Mary Chisholm, Brad Bennett, Marten Hansen,
Ed Henken, Bob Jurica, Public Works; Darlene Metcalf, Auditors; Michaely Dixon,
Treasurers; Nat Dickinson, Purchasing; N.F. Jackson, Superior Court; Rick
Waldemar, Northwest Fair; Doug Wilson, Sun Mark Realty (representing Ken Kuller);
Edward B. O'Connor, Atty, (representing Bob Waisman); Lee Murphy, KGMI; Stan
Campbell, Bayside Service; Marge Laidlaw.
11. RESOLUTION ON HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX
TITLE PROPERTY, REQUEST NO. 17
Discussion of Barbara Cory's memo in which she recommended the group
sale to get these properties back on the tax rolls. Wilson,
representing Kuller who wishes to buy 50 of the 202 lots listed in
the group sale, mentioned that he had come over with $2,500 to
secure those lots but was not allowed to do so as Waisman had
secured them. O'Connor, representing Waisman (who originally put
a deposit on all 350 lots but did not bid at the sale as he had
found that approximately 148 of those lots were unbuildable in his
opinion), said his client currently has $26,000 on deposit with the
County and has met all the conditions asked of him. Dixon stated
that there is another interested buyer who would like all 350 lots.
Jackson said that although she wants the properties back on the tax
rolls, she was concerned about the fairness to the small buyer.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Vanderpol and
Warner voted for and Jackson against. Carried.
12. RESOLUTION ON HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX
TITLE PROPERTY, REQUEST NO. 18
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Carried.
1. BID AWARD RECOMMENDATION FOR A FILING SYSTEM, COUNTY CLERK'S OFFICE,
TO THE LOW BIDDER, WRIGHT LINE INC., FOR A HIGH DENSITY COLOR -CODED
FiLING SYSTEM AT A TOTAL PRICE OF $20,968.01, INCLUDING SALES TAX
Jackson explained this bid for a filing system that will accommodate
their existing files with room for expansion. This is part of the
$75,000 allotted in the budget for renovation of the County Clerk's
office.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.

2. REQUEST FOR APPROVAL OF NEGOTIATED PURCHASE OF USED LANDFILL
COMPACTOR FROM SKAGIT COUNTY IN THE AMOUNT OF $80,000
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
3. BID AWARD RECOMMENDATION FOR A ONE -TON CAB - AND - CHASSIS TRUCK TO THE
LOWEST RESPONSIVE BIDDER, JERRY CHAMBERS CHEVROLET, FOR A 1989
CHEVROLET CR31403 ONE -TON CAB - AND - CHASSIS TRUCK AT A TOTAL PRICE OF
$14,334.54, INCLUDING SALES TAX
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
4. BID AWARD RECOMMENDATION FOR A TRUCK - MOUNTED AIR SWEEPER TO THE
LOWEST RESPONSIVE BIDDER, BEN- KO -MATIC BRUSH AND EQUIPMENT CO., FOR
AN ELGIN CROSSWIND G SWEEPER, AT A TOTAL COST OF $105,473.68,
INCLUDING SALES TAX
Hansen explained this bid. He hopes this machine will be used 1000
hours per year. Stan Campbell of Bayside Rentals suggested that he
had this equipment available for subcontracting the jobs but Hansen
explained that with the current growth it was decided that having
a machine in the department would add a lot more flexibility. There
may still be a need to hire Campbell as they have In the past. This
particular machine cleans out catch basins as well as removing sand,
gravel, etc. from the road surface.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.

5. REQUEST FOR APPROVAL OF BIDDERS LIST FOR THE SUPPLY OF ASPHALTIC
EMULSIONS DURING THE COMING ROAD OILING SEASON TO ASSURE MAINTENANCE
AND OPERATIONS OF A CONVENIENT, CONTINUOUS, AND READILY AVAILABLE
SOURCE AND SUPPLY OF EMULSIONS AT THE LOWEST COST
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
6. BID AWARD RECOMMENDATION FOR THE RECONSTRUCTION OF HAYNIE ROAD TO
THE LOW BIDDER, CALLEN CONSTRUCTION CO., IN THE AMOUNT OF
$311,035.00 (BID ALTERNATIVE 'A'), INCLUDING TAXES
10. RESOLUTION IN THE MATTER OF THE FORMAL ESTABLISHMENT OF CRP NO.
99173, AND AWARD OF CONTRACT FOR THE RECONSTRUCTION OF HAYNIE ROAD
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.

7. BID AWARD RECOMMENDATION FOR UPGRADING THE FIRE ALARM SYSTEM AT NOR -
BELL CARE CENTER TO THE ONLY BIDDER, D -TECH, IN THE AMOUNT OF
$13,194.76, INCLUDING ALTERNATE AND SALES TAX
This item was explained by Sutberry and Chisholm. This is well over
the $5,000 allotted to the upgrade and all members are against
single bid awards, but it was agreed that the time constraint of the
July 1 takeover by Regency makes it necessary to go ahead with this
bidder.
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.

8. ORDINANCE REGARDING REVISION TO THE 1989 NORTHWEST WASHINGTON FAIR
FUND APPROPRIATION
JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
9. ORDINANCE AMENDING WHATCOM COUNTY CODE 2.55.010
Sutberry explained that this will bond the Health Officer and some
Park employees.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Motion carried.
