Warner with Emily Jackson and Marvin Vanderpol present. Also present were Donald G. Hansey, Council Chair; Shirley Van Zanten, County Executive; Barbara Cory, Treasurer; Shirley Forslof, Auditor; Harold Raymond, Personnel Director; Larry Mount, Sheriff; Brad Bennett, Mary Chisholm, Public Works; Ray Weden, Dick Prieb, Weden Engineering; Cynthia Weed, Attorney; Marge Laidlaw. 4. RESOLUTION TO SELL PROPERTY ACQUIRED BY COUNTY ON TAX FORECLOSURE, REQUEST NO. 15 VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Motion carried. 5. RESOLUTION TO SELL PROPERTY ACQUIRED BY COUNTY ON TAX FORECLOSURE, REQUEST NO. 15 VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Motion carried. 8. RESOLUTION TO SET A HEARING ON THE SALE OF PROPERTY ACQUIRED BY THE COUNTY ON TAX FORECLOSURE, REQUEST NO. 16 VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Motion carried. 7. ORDINANCE CREATING WHATCOM COUNTY LRiD NO. 10 FOR INFRASTRUCTURE IMPROVEMENTS INCLUDING ROAD AND WATER AND SEWER INSTALLATION Van Zanten and Weden explained the improvements and the bonds being required. Jackson questioned using MIA appraisals without showing assessed values. It was explained that with the constantly changing scene the assessed values were not keeping up to date. Jackson also questioned what would happen to the money owed to the County from withdrawing from the ag zone and open space. Vanderpol also expressed an interest in seeing these numbers and asked Weden to get these numbers and the Council would have a special session at 5 :45 p.m. on Thursday, May 4 prior to the Council meeting. JACKSON MOVED TO RECOMMEND ADOPTION TO THE COUNCIL SUBJECT TO THE INFORMATION BEING ACCEPTED AT THE SPECIAL MEETING. Motion carried. 1. BID AWARD RECOMMENDATION TO OBTAIN TIMBERS AND PILING FOR VARIOUS BRIDGE MAINTENANCE PROJECTS DURING THE COMING SEASON TO THE LOW BIDDER, STANTON CUDAHY LUMBER, AT A TOTAL PRICE OF $29,398.88, VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. REQUEST FOR APPROVAL OF PURCHASE THROUGH STATE CONTRACT FIVE MOBILE RADIOS FROM MOTOROLA, INC., FOR NEW SHERIFF'S PATROL CARS VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Motion carried. 3. RESOLUTION AUTHORIZING THE EXECUTIVE TO ENTER INTO AN AGREEMENT FOR THE SALE OF COUNTY -OWNED PROPERTY Van Zanten explained that this was an exchange of a small piece of land in lieu of fire protection. JACKSON MOVED TO RECOMMEND APPROVAL TO THE COUNCIL SUBJECT TO A PUBLIC HEARING. Motion carried. 6. ORDINANCE TO REVISE THE 1989 CURRENT EXPENSE FUND, BUILDINGS AND CODE BUDGET THEREIN Van Zanten explained that the additional $11,750. would be used to hire a temporary inspector to f i l l In for vacation time taken by permanent inspectors and for two temporary Clerk 1 positions to purge some records and fill in where needed. VANDERPOL MOVED TO RECOMMEND ADOPTION TO THE COUNCIL. Motion carried. 9. RESOLUTION AMENDING THE PERSONNEL POLICIES AND PROCEDURES FOR WHATCOM COUNTY EMPLOYEES Raymond explained the changes in policies and procedures in regard to establishing a drug free workplace and to clearing up the confusion concerning the policy.on adverse weather. VANDERPOL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL. Motion carried. 10. OTHER BUSINESS Jackson discussed the Sudden Valley map and wondered if we should consider rescinding our stance of collecting back dues for Sudden Valley. It was the general feeling that lots that are unbuildable should not be assessed Sudden Valley dues and then they may sell.
