FINANCE AND PERSONNEL COMMITTEE
July 31, 1989
The meeting was called to order by Committee Chairman Dan Warner with
members Emily Jackson and Mary Vanderpol present. Others present were: Shirley
Van Zanten, County Executive; Shirley Forslof, Auditor; Tom Sutberry, Budget
Director; John Tyler, Brad Bennett, Bob Jurica, Public Works; Mickey Dixon,
Treasurer; Lee Murphy, KGMI.
1. BID AWARD RECOMMENDATION FOR REPLACEMENT OF THE BELLINGHAM SENIOR
CENTER ROOF TO THE LOW BIDDER, BORDERS & SON QUALITY ROOFING, INC.,
AT A TOTAL AMOUNT OF $14,553.35, INCLUDING SALES TAX
Warner explained the bid award.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
2. REQUEST FOR AUTHORIZATION TO INCREASE THE DOLLAR AMOUNT ON A
CONTRACT WITH PAUL S. RUNNING AND ASSOCIATES FOR THE PREPARATION OF
THE HAZARDOUS WASTE PLAN
Jurlca explained that $45,000 was budgeted but the amount of the project
is now $49,770; they are asking for an additional $4,950. He stated that there
may be an increase of $5,000 or $6,000 from DOE on this grant; DOE will pay 85 %.
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motlon carried.
3. RESOLUTION IN THE MATTER OF THE SALE OF WHATCOM COUNTY SURPLUS
EQUIPMENT AND THE SETTING OF A DATE FOR PUBLIC HEARING THEREON
PURSUANT TO RCW 36.34.020
Warner explained this resolution.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
4. RESOLUTION SETTING A HEARING AND NOTICE OF HEARING ON SALE OF COUNTY
TAX TITLE PROPERTY, REQUEST NO. 20
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried.
5. RESOLUTION SETTING A HEARING AND NOTICE OF HEARING ON SALE OF COUNTY
TAX TITLE PROPERTY, REQUEST NO. 21
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.

6. RESOLUTION IN THE MATTER OF AMENDING RESOLUTION 88 -64, THE
UNREPRESENTED EMPLOYEE ►S SALARY RESOLUTION FOR 1989
Van Zanten explained that this will Iist the Health Officer on the
resolution now that the Health department is a department of the County. This
also covers a change of steps for an employee who has taken on another position.
JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL.

7. RESOLUTION IN THE MATTER OF DELAY OF COLLECTION OF NEW MOBILE HOME
ASSESSMENT (KEPT IN COMMITTEE 7/20)
Warner advised that this was again kept In committee. The Committee would
like the Treasurer to come up with some language for a resolution rejecting the
collection of this assessment. The Committee agreed that it is unreasonable for
the Treasurer to be asked to collect an $11 tax per mobile home owner for a $.55
payment to the County. They expressed some doubts about the validity of the
tax.
8. ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 8.12 BY ADDING
THERETO A NEW PARAGRAPH FOR INCREASED FEES OR CHARGES TO BE IMPOSED
FOR REFUSE AND /OR GARBAGE DISPOSED OF AT THE COUNTY LANDFILL SITE
FOR ANY VOLUME IN EXCESS OF 80 CUBIC YARDS PER DAY
Warner stated that he had recommended this ordinance but is now opposed
to it because it would be punitive to the haulers. Van Zanten stated the
haulers have no control over where they must take their loads so this would be
very punitive.
VANDERPOL MOVED TO TABLE THE ISSUE. Jackson and Warner agreed.
9. ORDINANCE TO REVISE THE 1989 ROAD FUND BUDGET
Van Zanten stated that this would increase the Road fund appropriation in
the amount of $657,700 to cover the following: to fund the 1988 road projects
that were not completed at year end; to purchase computer equipment; to fund
additional ferry services; and to increase the R.I.D. guarantee fund.
VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL.
Motion carried.
10. OTHER BUSINESS
There was some discussion of the budget preparation. Hansey suggested
having a special Council meeting on August 15th at 7 p.m. The first item would
be to discuss the parameters of union contracts.
Van Zanten said that for the Park department, all excess cash is for
current expense except tort, bond, construction, and enterprise funds (ERBR).
All float on road fund goes into General Expense. The only reimbursement to the
County is for fronting the consultants fees.

The Sheriff's department moved over the weekend and will start operating
from the new area on August 1.
Shirley Forslof, Auditor, said that the auditor's budget passed through
legislation so her department can start charging $2 per instrument; this will
mean $60,000 to Whatcom County.
