FINANCE COMMITTEE
January 30, 1989
The meeting was called to order at 3 :00 p.m. by Committee Chairman Dan
Warner with members Emily Jackson and Mary Vanderpol present. Also present
were Don Hansey, Council member; Shirley Van Zanten, Executive; Tom Sutberry,
Budget Director; Barbara Cory, Treasurer; Shirley Forslof, Auditor; Dave
McEachran, Prosecutor; Bob Carmichael, Prosecutor's office; Paul Rushing, Brad
Bennett, John Tyler, Public Works; Ray Weden, Weden Engineering; Neil Clement,
KMGI; Gary Smith, David Galbraith, and Jesse Galbraith of Acme.

Van Zanten explained this request saying that it had been done before
for smaller amounts.
Jackson moved to recommend approval to the Council.
Motion carried.

Van Zanten explained the difficulties that have occurred in the
implementation of this grant. There were invoices showing work done before
the actual start date stated on the paperwork. These are federal funds and
the County must adhere to federal guidelines in administering this grant. It
was decided to speak to Senator Anderson and Chuck Clark of Department of
Community Development to have them try to have the date on the application
backed up to include the preliminary engineering invoices. It was also
suggested that the people of Acme may need to contribute to pay any costs that
may not be covered by the grant.
Vanderpol moved to recommend adoption of this ordinance to the Council.

Forslof explained this resolution. She will include bottom line figures
to Council members with cost per circulation.
Warner moved to recommend approval of this resolution to the Council.

Van Zanten discussed this resolution. Rushing pointed out that the
proposed amount just covers the construction costs and not the administration
costs. Bennett stated that there is a percentage figured in for interim
financing. The said that the amount should read $1,130,000 instead of
$1,030,000.
Vanderpol moved we forward this resolution to Council with a
recommendation for approval.
Motion carried.

The additional person would spend half of his time on Health department
business and half in the Prosecutor's office. This person would require
secretarial assistance as well.
Start up costs would probably be between $3,000 -5,000 depending on
computer requirements. Van Zanten concurs we need adequate legal support for
the Health department equivalent to half time at least. This will involve
salary and space for two full time people. Jackson suggested this be one of
the topics to be discussed at the Council retreat.
