HomeMy WebLinkAboutFinance February 13 1989WHATCOM COUNTY COUNCIL FINANCE COMMITTEE February 13, 1989 The meeting was called to order at 3:02 p.m. by Committee Chairman Dan Warner with members Emily Jackson and Mary Vanderpol present. Also present were Don Hansey, Council Chairman; Shirley Van Zanten, Executive; Tom Sutberry, Budget Director; Barbara Cory, Treasurer; Shirley Forslof, Auditor; Lee Murphy, KMGI; Tony Vallot, citizen. Request for authorization to negotiate a contract with Regency Care Centers. Inc (Clay and Clark. Partners) for the transfer /lease of Nor -Bell Care Center Van Zanten discussed the relative values of the three proposals. They were all viable proposals but Regency seemed to have the strengths needed as well as financial and administrative back up to successfully effect a smooth transfer. This is very desirable to stop the financial and staff time drain on the County. All members on the selection committee submitted separate recommendations to Van Zanten and all voted for Regency by a slight margin. Visiting Nurse does not have the experience in running a nursing home and not a great deal of financial backing so there is fear that it may well end up back in County hands if it did not work out. Jackson suggested we urge Regency Care Centers to accommodate as many of -the present staff as possible. Vanderpol moved to recommend approval 1-o the Council. Motion carried. Van Zanten explained the procedure. There is one quote for $17,908 which is down over $4,000 from last year cost. There is still one quote coming in which may be smaller than the above listed one. Vanderpol moved to recommend approval of spending no more than $17,908 on property insurance for county facilities. Motion carried. Vanderpol moved to recommend approval to the Council. Motion carried. Cory explained the procedure to bid on property. There was some discussion about the four people who have called in-and wanted a lot each of the group of 350 lots that are being considered by a single purchaser. It was recommended that the treasurer give the names and addresses of the people Involved to the purchaser and perhaps they can come to some sort of agree- ment. Jackson moved to recommend approval to the Council. Motion carried. [oil1 Forslof mentioned that there is a lot of interest in the Nuclear Free Zone initiative that was passed in 1984. This has come up again because it is rumored that a firm connected to nuclear manufacturing is considering locating In Bellingham. Apparently two of the directives on the original initiative have not been implemented. Van Zanten stated that the first request that Nuclear Free signs be posted at all entry points could not be implemented because the county is not allowed to post signs on state or interstate roads. The second request that all maps have Nuclear Free printed on them was not done and this was an oversight. Tony Valiot, one of the people who has had engineering work done on a lot in Sudden Valley that has now been bid on, said that the reason he and the other three Interested buyers had not secured the properties was that they were not aware there was a buyer interested in buying everything out there. This is unprecedented and it is unfortunate that these four people have been caught in this situation.
