HomeMy WebLinkAboutFinance August 14 1989WHATCOM COUNTY COUNCIL FINANCE AND PERSONNEL COMMITTEE August 14, 1989 The meeting was called to order by Committee Chairman Dan Warner with members Emlly Jackson and Mary Vanderpol present. Others present were: Shirley Van Zanten, County Executive; Barbara Cory, Treasurer; Brad Bennett, Public Works; George Reid, Information Services; Roger DeSpain, Parks; Ramona Reeves, Council; Lee Murphy, KGMI. 1. REQUEST FOR APPROVAL OF STATE CONTRACT PURCHASE OF A PERSONAL COMPUTER SYSTEM FOR THE PARKS DEPARTMENT FOR A TOTAL AMOUNT OF $16,704.04 INCLUDING SALES TAX Van Zanten and DeSpain explained this request. JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. 2. RESOLUTION IN THE MATTER OF DELAY OF COLLECTION OF NEW MOBILE HOME ASSESSMENT (KEPT IN COMMITTEE 7/20 AND 8/3) The Treasurer was asked to prepare a substitute resolution to be presented at a later date. 3. RESOLUTION IN THE MATTER OF THE SALE OF WHATCOM COUNTY SURPLUS EQUIPMENT AND THE HOLDING OF A PUBLIC AUCTION PURSUANT TO RCW 36.34 This was forwarded to the Council for a public hearing on Thursday, August 17th. 4. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, DISTRICT COURT APPROPRIATION THEREIN FOR JUDGES' SALARY INCREASE VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. . 5. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, SUPERIOR COURT APPROPRIATION THEREIN, FOR JUDGES' SALARIES AND CONTRACTS Van Zanten explained this ordinance stating that N.F. Jackson and his staff have worked very hard at bringing Superior Courts' accounts up -to -date. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, CLERK'S APPROPRIA- TION THEREIN FOR CONTINUED MICROFILMING Van Zanten stated that Skagit County is f in i shed m i crof 1 I m i ng the o r i g i n a l amount and can do 135 more boxes at this time. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 7. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, NON- DEPART- MENTAL APPROPRIATION THEREIN FOR AMBULANCE SERVICES Van Zanten explained that this extra amount is to cover the costs of the wage settlement that had not been negotiated when the contract was signed. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 8. ORDINANCE REVISING THE 1989 PUBLIC HEALTH FUND APPROPRIATION FOR IMMUNIZATIONS Van Zanten stated that the extra amount is to cover additional immunization costs (this is not connected to the hepatitis threat). There was some discussion of the added costs of the hepatitis situation and what costs Haggens were reimbursing. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 9. ORDINANCE TO REVISE THE 1989 COMMUNITY ECONOMIC REVITALIZATION BOARD FUND Van Zanten explained that this was a loan from the State in 1988 but the work was not completed until 1989; this will reimburse the County Road Fund for construction of the Cordata project with C.E.R.B. funds. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 10. ORDINANCE TO REVISE THE 1989 EQUIPMENT RENTAL & REVOLVING FUND BUDGET Bennett said that the cost of the Sheriff's storage building had gone up to $140,000 and there was only $40,000 in that fund so $100,000 was for that purpose; $30,000 was for connecting the Central Shop to the sewer system. Jackson asked if we could be given a running balance of the ending fund balance. Bennett said that this is difficult because many things have claim on this balance as it is a reserve. VANDERPOL MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. Finance and Personnel, 8- 28 -89, page 3 11. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, JAIL APPROPRIATION THEREIN FOR NURSING SERVICES Van Zanten said that because of the increased number of prisoners, there is a need for more nursing. Jackson asked if the no smoking rules had impacted the jail. Mount said it is a deterrent because it is talked about on the street. Warner asked if there Is a possibility of having prisoners, once they are back out of jail, reimburse the County for the medical treatment. The jail is mandated to provide the treatment according to Mount. JACKSON MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 12. ORDINANCE TO REVISE THE 1989 CURRENT EXPENSE FUND, BUILDINGS AND CODE BUDGET THEREIN Tyler explained how the workloads have escalated. He said they have done everything possible to keep up with permit applications but desperately need some extra help at this time. The request was for $14,763. There was some discussion about flex time or 10 hour days. The committee was very sympathetic to the heavy demands being placed on Buildings and Codes employees at this time of frantic growth and voiced their appreciation for a job well done. JACKSON MOVED TO RECOMMEND ADOPTION TO COUNCIL. Motion carried. 13. DISCUSSION OF POSSIBLE PURCHASE OF LASER PRINTER FOR COUNCIL OFFICE FROM THIS YEARIS BUDGET - PAPERWORK DISTRIBUTED 8/10 JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. 14. DISCUSSION OF 1990 COUNCIL OFFICE BUDGET REQUEST DISTRIBUTED 8/10 This discussion was postponed. 15. RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR All OUTDOOR RECREATION PROJECT TO THE INTERAGENCY FOR OUTDOOR RECREATION AS PROVIDED BY FEDERAL LAND, WATER AND CONSUMPTION-ACT DeSpain explained this resolution. VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. Finance and Personnel, 8- 28 -89, page 4 16. RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR AN AQUATIC LAND ENHANCEMENT ACCOUNT PROJECT TO THE DEPARTMENT OF NATURAL RESOURCES DeSpain stated that this grant would allow some clearing of trails and enhance access to aquatic lands. JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. 17. Jackson mentioned the Bakerview property that was advertised for sale. Van Zanten said that once property is declared surplus, it becomes an administrative matter and is periodically put up for sale. Jackson said she would prefer to have the Council alerted before such a large item is put up for sale. Warner agreed that perhaps when real estate of $250,000 value is being put up on a surplus sale, the Council should receive notification. Van Zanten said it had been put up for sale three times so far and was just put up again as a matter of course. Jackson said that it was declared surplus in 1979 and maybe with the increased values a larger amount might be realized now. Van Zanten said the property had been widely advertised. Warner suggested Jackson develop a policy. Cory said that if Jackson does develop a policy statement, she would like a copy as she is working on a property management plan.
