April 3, 1989
The meeting was called to order at 3 :00 p.m. by Committee Chairman Daniel
Warner with members Em i I y Jackson and Mary Van derpo I present. Also present were:
Shirley Van Zanten, Executive; Tom Sutberry, Budget Director; Barbara Cory,
Treasurer; Shirley Forslof, Auditor; Nat Dickinson, Purchasing; Ed Henken, Marlen
Hansen and Brad Bennett, Public Works; George Reid, Information Services; Ray

15B. ORDINANCE CREATING WHATCOM COUNTY LOCAL AND ROAD IMPROVEMENT
DISTRICT NO. 10 FOR INFRASTRUCTURE IMPROVEMENTS ...
It was recommended that this be rescheduled in two weeks. Weden
said that (1) a waiver was not signed by one company and (2) one of
the assessment assumptions was not correct.
10. ORDINANCE REVISING CHAPTER 2.11 OF THE WHATCOM CODE TO EXPAND ROLE
OF COMPUTER COMMITTEE AND CLARIFY THE ROLE OF THE INFORMATION CENTER
Van Zanten explained that this ordinance would increase the duties
and responsibilities of this department. it was suggested that the
ordinance become effective July 1, 1989.
Vanderpol moved to recommend adoption of the amended ordinance to
Council.
Motion carried.
1. REQUEST FOR APPROVAL OF A BIDDERS LIST FOR FRESH FRUITS AND
VEGETABLES FOR THE JAIL FOR THE NEXT SIX MONTHS - FOOD SERVICES,
INC., AND MARYSVILLE PRODUCE
2. REQUEST FOR APPROVAL OF FOOD SERVICES, INC. AS THE SOLE SUPPLIER OF
FROZEN MEAT PRODUCTS FOR NOR -BELL CARE CENTER FOR THE NEXT SIX MONTHS
3. BiD AWARD RECOMMENDATION TO THE LOW BIDDER, DARIGOLD, INC., TO
SUPPLY DAIRY PRODUCTS FOR THE NEXT S X MONTHS, AT AN ESTI MATED TOTAL
OF $13,513.95 FOR THE JAIL
4. BID AWARD RECOMMENDATION FOR GROCERIES AND SUPPLIES FOR THE JAIL FOR
THE NEXT SIX MONTHS TO THE LOW BIDDER, FOOD SERVICES, INC., AT AN
ESTIMATED TOTAL OF $21,384.33
Items 1 through 4 were explained by Dickerson.
Jackson moved to recommend approval to the Council.

5. REQUEST FOR APPROVAL OF THREE ADDITIONAL TECHNICIANS IN ENGINEERING
Henken explained that the money being used for these three positions
had been meant for construction. The overload of work has caused
extra funds because some projects have not been done. He noted that
some people's time will be charged back to the State.
Jackson moved to recommend approval to the Council.
Motion carried.
6. RESOLUTION TO SELL PROPERTY ACQUIRED BY COUNTY ON TAX FORECLOSURE,
REQUEST NO. 13
Cory withdrew this resolution.
7. RESOLUTION TO SELL PROPERTY ACQUIRED BY COUNTY ON TAX FORECLOSURE,
REQUEST NO. 11
Vanderpol moved to recommend approval to the Council.
Motion carried.
8. ORDINANCE REGARDING A SUPPLEMENTAL APPROPRIATION FOR THE 1989 REAL
ESTATE EXCISE TAX FUND FOR EXTENSION OF WATER LINES
Van Zanten said this is rebudgeting of money that did not get spent.
Jackson moved to recommend adoption to the Council.
Motion carried.
9. ORDINANCE AMENDING ORDINANCE 82 -64, ALCOHOL REVOLVING FUND
Sutberry explained this reduces the petty cash from $400 to $100.
Vanderpol moved to recommend approval to the Council.
Motion carried.
11. ORDINANCE REVISING THE 1989 CURRENT EXPENSE FUND, PLANNING
DEPARTMENTS APPROPRIATION THEREIN, TO RESPOND TO INCREASING
WORKLOAD
Van Zanten explained that because of an analysis of the Planning
Department workload it was recommended that a full time planning
technician be hired for the rest of the year.
Jackson moved to recommend adoption to the Council.
Motion carried.
12. RESOLUTION FOR HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX
TITLE PROPERTY, REQUEST NO. 14
Vanderpol moved to recommend approval to the Council.

13. RESOLUTION FOR HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX TITLE
PROPERTY, REQUEST NO. 15
Jackson moved to recommend approval to the Council.
Motion carried.
14. RESOLUTION SETTING A DATE FOR PUBLIC HEARING FOR DECLARING A
PROPERTY PARCEL AS SURPLUS, PURSUANT TO RCW 36.34.020 (LOCATED NEXT
TO PARK DEPARTMENT RIFLE RANGE, OWNED BY COUNTY)
Van Zanten stated the County must hold a hearing and declare this
surplus before it can be turned over to Whatcom County Fire
Protection District 9. It was suggested that it be transferred for
the price of the annual fire service for parks in that area.
Vanderpol moved to recommend approval to the Council.
Motion carried.
15. RESOLUTION AUTHORIZING THE EXECUTIVE TO ENTER INTO AN AGREEMENT FOR THE
SALE OF COUNTY -OWNED PROPERTY
This follows item 14 and will not be acted on until the night of the
hear ing.
15A. AWARDING OF BID FOR THE OFFICIAL COUNTY NEWSPAPER, FOR THE PERIOD
OF JULY 1, 1989 THROUGH JUNE 30, 1990
Forslof discussed the comparison data she had developed.
Plaque said that a newcomer would never guess that the public notice
is published in a small county newspaper that is not even sold on
a stand in Bellingham. Cory stated that sometimes the timing causes
people to pay interest on warrants for an extra week or more because
of our current use of a dally. Hickman was surprised that a
combined bid would be considered; also said that the Shopper insert
is not a legal newspaper. He stated that the benefits of having the
Herald would be that all classified ads would also be at the cheaper
rate and the County would be given 18 free newspapers.
Jackson moved to recommend awarding the bid to the Bellingham Herald.
Jackson and Warner voted yes and Vanderpol voted no.
Motion carried.
