HomeMy WebLinkAboutSpecial County Council November 6 1990WHATCOM COUNTY COUNCIL SPECIAL MEETING November 6, 1990 The meeting was called to order at 7 p.m. by Chairman Don Hansey. Present: Absent: Dan Warner Mary Vanderpol Bob Imhof Dennis Vander Yacht Emily Jackson Marge Laidlaw OTHER BUSINESS 1. PRESENTATION OF FINANCE COMMITTEE'S RECOMMENDATIONS FOR THE 1991 BUDGET Warner said there had been a long series of meetings with department representatives. He stated the Executive's budget was very responsive to the desires of the Council so there are not a lot of changes. Warner noted the executive had left $75,000 for the Council office salary enhancement including the proposed budget analyst position. He noted that Mental Health and the Brigit Collins Center were areas of concern with $38,000 recommended for Mental Health and $13,000 for the Brigit Collins Center; this new center deals with those who have been affected by sexual abuse. He suggested this $51,000 come from the Community Development Fund. If the money cannot come from that fund it could come from the financial management fund. Warner detailed the attached outline /summary. The Visitor and Convention Bureau funds would come from the motel /hotel tax revenue. Warner noted that if there are any monies generated from Solid Waste activities, the following allocations could be funded: a. Noxious Weed Board (botanist pay raise) b. Auditor's Office (Kardveyor card file) C. Treasurer's Office (Check Endorser and better desks) d. Park Department ($15,000 to buy revenue generating equipment) e. Superior Court ($2,000 for cassette dubbing machine) Warner stated there are many unmet needs in the Health Department. He mentioned the need for a Human Services Department. There is an ongoing need for computers in the County. The Finance Committee recognizes the need for computerization but would leave this allocation to the computer committee; if there is more money that fund will be enhanced, stated Warner. There will be a public hearing on the budget ordinance on November 13 and it is hoped the ordinance will be adopted on November 20. A final presentation will be made on November 20. Anyone interested is invited to attend the finance committee meetings. Hansey reported that if expenditures are added to the budget the Council is trying to cut other areas of the budget. INTRODUCTION OF RESOLUTIONS AND ORDINANCES ( *Consent Items) 1. RESOLUTION AGREEING TO A MULTI -YEAR REGIONAL STRATEGY FOR IMPLEMENTING THE GROWTH MANAGEMENT ACT (AB90 -366) Laidlaw explained this addresses the ways to implement the Growth Management Act HB2929. It deals with how the money from the Department of Community Development at the State level would be distributed among the smaller towns in the County as well as the County and how the goals of HB2929 would be met. LAIDLAW MOVED THE RESOLUTION BE APPROVED. Motion carried 5 -0. Jackson asked if Warner had a ten -year plan for the costs associated with the the resolution. Laidlaw said they will have that information but it is not all available at this time.
