The meeting was called to order at 6 p.m. by Committee Chairman Marvin
Vanderpol.

1. ORDINANCE CREATING A SOLID WASTE COLLECTION DISTRICT
WITHIN UNINCORPORATED AREAS OF COUNTY; ESTABLISHING
THE PURPOSES AND OBJECTIVES OF THE DISTRICT; AND
PROVIDING FOR DISTRICT MANAGEMENT (AB90 -3)
This item was deferred because there will be a public hearing on this item at the
Council meeting.
3. ORDINANCE ESTABLISHING SERVICE LEVELS FOR SOLID WASTE
AND RESIDENTIALRECYCLING COLLECTION UNINCORPORATED
AREAS OF COUNTY AND NONRESIDENTIAL RECYCLING COLLEC-
TION IN ALL AREAS OF COUNTY (AB90 -306)
Bob Jurica explained this item and mentioned the exemptions. Vanderpol asked if
exemptions are appropriate; Jurica said from a staff point it may be a nightmare but there
may be legitimate cases so it probably is necessary. He said he feels it is something we will
have to have a trial period then deal with the results. Weiss said the people with two homes
have questioned if they need to have two pickups and Canadians who live here seasonally
should probably have an exemption for the winter when they are not in residence. The
people who live a long distance from a road have asked if they could be exempted because
they would have to put it out overnight for animals to maul.
Imhof said on page 22, section 10, modification of collection schedules may be
counter to the RCW. Weiss said if schedule is changed as to frequency it would be a
agreement between the County and haulers, and UTC would be informed. Weiss said a
change of scheduling does not have to go before UTC if rates are not affected. Mandatory
and curbside collection are dependently linked; it helps a great deal to have people on
garbage collection to make the recyclable collection more equitable as recycling is not free.
Weiss said there will be two rates go to UTC; one for garbage and one for recycling.
Vander Yacht said this is a weak argument for mandatory pickup. Weiss said it is not
necessary but will help because more will sign up for recycling if they are already on garbage
pickup. Bills will be sent out on one document but will be broken out as to how much each
costs; if there is a separate hauler for recyclables, the garbage hauler would collect the bill
and would turn the recycler's share over to them, stated Weiss. Imhof said he needs to
know what people will be charged per can. Weiss said the county has no control over what
UTC approves based on the hauler's request. Weiss said that in meetings with UTC;that
because of the economies of scale and the way it will be calculated, it may be $9.0 can
and $13 for two cans but he feels the $9.50 will go down to $8 and the $13 will go up to $ "16
plus $3 each for recycling.
Weiss said revenue will be the same after this as before but high generate xiI'Ll P.-e
subsidizing the low volume generator. Vander Yacht said this denies competition, " :i (._-s
who would do the job cheaper. Weiss said in the Sprenkle resolution UTC have bg.en Uk-,d
to review their rate setting. Vander Yacht said the County should put some energies towa:f d
getting LTC to foster competition; he says he cannot support it because he does no support
mandatory collection. Jurica said this can stand alone without mandatory collection.
Imhof said he agrees with Vander Yacht on mandatory collection.

Vanderpol said this fits hand in glove with the plan but says it probably would not
matter if it were delayed.
Motion carried 2 -1 with Vanderpol against.
2. ORDERING THE SEGREGATION OF LOCAL AND ROAD IMPROVE-
MENT, DISTRICT NO. 9, SEGREGATION NO. 90 -2 (AB90 -310)
Barbara Cory, Treasurer said her office reviewed this and recommended this be
segregated.
IMHOF MOVED TO RECOMMEND TO COUNCIL THIS BE APPROVED.
Motion passed unanimously.
Bob Imhof thanked all the department heads and the Council staff for the work done
on this item.
4. EMERGENCY ORDINANCE AMENDING WCC CHAPTER 17, "FLOOD
DAMAGE PREVENTION," TO INCORPORATE NEW FEDERAL,
FLOOD MAPS AS REQUIRED BY THE NATIONAL FLOOD INSUR-
ANCE PROGRAM (AB90 -316) (PUBLIC SERVICE)
Henken said it is crucial this be passed as there is a lot at stake such as farm and
housing loans.
IMHOF MOVED TO RECOMMEND TO COUNCIL THIS ITEM BE AP-
PROVED.

5. PETITION TO VACATE LINDSAY AVENUE, DUART AVEN'�J'. `JND
JEFFERSON AVENUE, FILED BY JUNE ELDER, ET AL (AB90- 60�
John Adams said he is withdrawing his name as a petitioner as he finds he is n -q,;
landlocked. He asks that this be held for two weeks so he can get a lawyer. 1ze jL.s '.:
