January 4, 1990
The meeting was called to order at 6 p.m. by Council Member Corky Johnson,
with Mary Vanderpol and Dan Warner present.
1. RESOLUTION ADOPTING THE UPDATED COMPREHENSIVE SOLID
WASTE MANAGEMENT PLAN FOR WHATCOM COUNTY
Executive Shirley Van Zanten said she was suggesting a slight change to the
resolution plus proposing changes to the plan finished by the Solid Waste Advisory
Committee and staff, specifically:
Page 4, at bottom, recommendation 9.4.1 - 2nd line "or bids" should be
added, at SWAC's recommendation.
Page 3, 8.4.2, 7th line "(i.e. demolition waste)" should be added at
recommendation of the SWAC.
She asked that the Council approve these two amendments and adopt the
substitute resolution. She also asked that the Council approve of language proposed by
Bob Jurica, which was included on the second page of her memo, although it had not
yet been reviewed by the SWAC. Jurica said his changes could wait until after the
Department of Ecology reviews them.
WARNER MOVED THAT THE RESOLUTION BE RECOMMENDED FOR
ADOPTION, WITH THE CHANGES INCLUDED AS LISTED ON EXPIIBIT A.
Motion carried.
Discussion ensued.
2. ORDINANCE CREATING A SOLID WASTE COLLECTION DISTRICT
IN THE UNINCORPORATED AREA OF WHATCOM COUNTY
3. ORDINANCE CREATING A SOLID WASTE DISPOSAL DISTRICT
WITHIN THE UNINCORPORATED AREA OF WHATCOM COUNTY
AND WITHIN ALL CITIES AND TOWNS IN WHATCOM COUNTY,
PURSUANT TO INTERLOCAL AGREEMENTS BETWEEN THE
COUNTY AND SUCH CITIES AND TOWNS
Items 2 and 3 were considered jointly. Johnson said the Committee would not
take action because a public hearing would be taking place before the Council. There
was some discussion.

4. RESOLUTION APPROVING THE REQUEST TO CHANGE THE
NAME OF "GLACIER WATER DISTRICT NO. 14" TO "GLACIER
WATER DISTRICT'
WARNER MOVED THAT THE RESOLUTION BE APPROVED.
Motion carried.
5. RESOLUTION SETTING A HEARING ON THE FORMATION OF THE
ACADEMY ROAD R.I.D.
Henken said the resolution sets a hearing and ballot. If there is a favorable vote,
the County will proceed with an appraisal of the property, at the property owners'
expense.
WARNER MOVED THAT THE RESOLUTION BE RECOMMENDED FOR
APPROVAL.
Motion carried.
6. OTHER BUSINESS
There was no other business.
The meeting adjourned at 6:15 p.m.
