PUBLIC SERVICES AND SOLID WASTE COMMITTEE
Thursday, January 18, 1990
The meeting was called to order at 6:03 p.m. by Committee Chairman
Marvin Vanderpol with members Dennis Vander Yacht and Bob Imhof present. Also
present were: Shirley Van Zanten, County Executive; Paul Rushing, Public Works;
Elizabeth Thomas, Marty Harper, Harper & Owes; John and Muriel Leibrant; Corky
Smith, Jr.; Fred Corrick; Lee Murphy, KGMI.
2. RESOLUTION SETTING A POLICY FOR SUBSTITUTING 1 -1/2"
ASPHALT OVERLAY IN LIEU OF COUNTY STANDARD CHIP SEAL
APPLICATION (RELATES TO THE "ROEDERLAND" DISCUSSIONS)
(AB 90 -30)
Vander Yacht moved to recommend approval of this item to Council.
Motion carried.
1. REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACT
WITH HLA /HARPER OWES FOR DETAILED SITE EVALUATION
AND EIS PREPARATION FOR THE LANDFILL SITING PROJECT
(AB 90 -21)
Marty Harper, of Harper and Owes said they were now in Phase H. In Phase I
the minimum criteria was established. After advertising there were letters from 30
people submitting their land for consideration. Solid Waste Advisory Committee came
back with three sites; the Executive decided to go forward with one site that is owned
by the State and administered by Department of Natural Resources. Harper outlined the
procedures they would be following. Van Zanten stated that the dollar amount shown
is an estimate of what may be required and Harper and Owes will only be paid for the
work that is required. The estimate is given on the high side to provide for unexpected
emergencies. They were under budget on Phase I and hope that Phase II will be under
budget as well. Imhof asked if Harper and Owes would be doing Phase III as well.
Van Zanten said they had been contracted for the entire job. Imhof asked if he could
have a breakdown of costs on each site and he would prefer to have this delayed for two
weeks. Van Zanten said that there would be a full EIS on Cherry Point but a minimum
evaluation is required by the WAC for the alternative sites. Van Zanten said that
approximately 25 -30% will be spent on other sites and the rest on Cherry Point. Imhof
asked if fatal flaws show up, would the work stop immediately; Van Zanten and Harper
replied that it would.

3. RESOLUTION FIXING A TIME AND DATE FOR A HEARING ON
THE FIXING OF A TAX RATE FOR THE SOLID WASTE DISPOSAL
EXCISE PRIVILEGE TAX BY THE WHATCOM COUNTY SOLID
WASTE DISPOSAL DISTRICT PURSUANT TO COUNTY ORDINANCE
90 -1 AND INTERLOCAL AGREEMENTS BETWEEN WHATCOM
COUNTY AND CITIES AND TOWNS LOCATED WITHIN WHATCOM
COUNTY (AB 90 -31)
Imhof moved to set public hearing for February 15, 1990 at 7 p.m.
Motion carried.
4. APPOINTMENT OF CHAIRMAN
Imhof nominated Vanderpol as Chairman.
Motion carried.
Meeting adjourned at 6:32 p.m.
