HomeMy WebLinkAboutPublic Services February 1 1990WHATCOM COUNTY COUNCIL PUBLIC SERVICES AND SOLID WASTE COMMITTEE Thursday, February 1, 1990 The meeting was called to order at 5:30 p.m. by Committee Chairman Mary Vanderpol with members Dennis Vander Yacht and Bob Imhof present. 1. ACADEMY ROAD R.I.D. PROPOSED FORMATION (TAKE TESTIMONY; NO ACTION REQUIRED) (AB90 -39) There will be a public hearing on this issue at the regular meeting at 7 p.m. to hear public testimony. Owners will have until Thursday, February 8th at 5 p.m. to cast their vote. Henken explained this item. He stated that it requires only a simple majority to have this pass but the Council does have the authority to overrule the vote. There will be one vote per dollar value of property owned. Henken also stated that the County has reached its bonding capacity for 1990 so this road improvement district would be held over until 1991 if it does pass. 2. ORDINANCE CREATING A NO- SHOOTING ZONE IN THE SAMISH WAY, YEW STREET AND GALBRAITH AREAS (AB90- 11) Paul Streubel, 2158 Yew Street Road, told of how his family have been shot at. He said his wife moved and a bullet entered a board and would have struck her in the head if she had not moved. Shooters stand on a flat surface and shoot towards his home. He brought in a bag containing 180 shell casings and 8 bullets he had picked up left after a group of four University students had his family pinned down in their yard. His wife was able to get in the house and call the Sheriff. The four were arrested and were fined $150 each and given six months probation. Judy Tilley, 1650 Galbraith Lane, said that some neighborhood children had found shell casings on the way to school in her area. She stated that this is very frightening to her. Gary Chadwick, 445 Squalicum Lake Road said that-people shoot into the gravel pit and just outside the shooting range. This endangers people on the road and in the area. Vander Yacht asked if this ordinance is strong enough. The reply was that it could be stronger but at least it was something. Streubel had offered to put up signs for McMillan Bloedel (owners) but they have refused to allow this. Imhof moved to recommend approval to Council. Carried. 3. ORDINANCE AMENDING ORDINANCE 88 -25 AND THE WHATCOM COUNTY CODE SECTION 2.02.010, ESTABLISHING REGULAR MEETING TIMES FOR THE COUNTY COUNCIL (AB 90 -35) Public Service & Solid Waste Minutes, 2/1/90, Page 2 Imhof explained several reasons that Tuesday would be a better day for the Council meeting: the Washington Association of Counties meetings always conflict with a Thursday meeting; more energy at the beginning of the week; and it gives more time for the Council staff to process requests. The regular meetings would be the second and fourth Tuesday and a Committee of the Whole meeting on the first Tuesday. Imhof recommended approval to , Council. Carried. John Leibrant stated that Frank Westrum, DSHS had told he and Jim Maricle that there was a problem at Cedarville and had told KGMI and the Health department that there was not a problem.
