5. REPORT ON ACADEMY ROAD R.I.D.
Vanderpol said it was a hostile meeting in the beginning but
Henken did soothe the residents and gave some suggestions. Those
who do not wish to develop would pay one share and sign a no-
develop clause; they would pay a late entry fee later on if they
decide to develop. One owner did not want the road to cross his
property but there were some solution suggested that may help
resolve this issue. Wheat did agree to pay a share of the
appraisal; he asked for a letter so it would not seem that he was
soliciting money. If the R.I.D. passes, the money will be credited
to each person's assessment. Wheat said he would like to have the
letter mention the concessions Henken had suggested. Bennett said
that it would be easier to reimburse people if the checks were made
to Whatcom County.
The meeting was adjourned at 6:28 p.m.
