April 10, 1990
The meeting was brought to order by Committee Chairman Marvin
Vanderpol at 6:06 with committee members Bob Imhof and Dennis
Vander Yacht present.
1. ORDINANCE GRANTING A NON - EXCLUSIVE FRANCHISE TO TELECOMM
ASSOCIATES FOR A PERIOD OF 25 YEARS TO OPERATE AND
MAINTAIN A CABLE COMMUNICATION SYSTEM WITHIN SPECIFIED
AREAS OF THE COUNTY (AB90 -42)
IMHOF MOVED THIS BE SENT ON TO COUNCIL FOR HEARING.
Motion carried.
2. ORDINANCE GRANTING A NON - EXCLUSIVE FRANCHISE TO COUNTRY
CABLE, INC. FOR A PERIOD OF. 25 YEARS TO OPERATE AND
MAINTAIN A CABLE COMMUNICATION SYSTEM WITHIN SPECIFIED
AREAS OF THE COUNTY (AB90 -49)
IMHOF MOVED THIS BE SENT ON TO THE COUNCIL FOR HEARING.
Motion carried.
3. PETITION TO VACATE GRAND BOULEVARD, BY GLENN K. JOHNSON
(CONTINUED FROM 3/27; JOHNSON REQUESTS THAT THIS BE
CONTINUED AGAIN) (AB90 -41)
Vanderpol said that Glenn Johnson has asked this be held open.
Vanderpol said he was not in favor of doing this as both
Engineering and Planning are against this vacation.
IMHOF MOVED TO SEND THIS FORWARD TO THE COUNCIL FOR HEARING.
Motion carried.
4. RESOLUTION AUTHORIZING THE NAME CHANGE FROM WHATCOM
COUNTY FIRE PROTECTION DISTRICT NO. 19 TO "GLACIER FIRE
AND RESCUE" (AB90 -69)
There was discussion as to why this change has been requested.
This identifies the area in which it is located. Vanderpol said
Mount is fearful it will waste time if people call Glacier Fire and
Rescue for a rescue instead of 9 -1 -1. Both Imhof and Vander Yacht
said they didn't think this would be a problem; people are well
informed about 9 -1 -1.
VANDER YACHT MOVED THIS BE RECOMMENDED TO THE COUNCIL.
Motion carried.

5. ORDINANCE ESTABLISHING VOTING PRECINCTS (AB90 -114)
Shirley Forslof explained the legal descriptions did not
explain the precincts boundaries accurately. This is an effort to
clarify the districts in one final ordinance. County legislative
authorities defines voting precincts.
IMHOF MOVED TO RECOMMEND THIS ITEM TO COUNCIL.
Motion carried.
6. ACADEMY ROAD R.I.D. UPDATE
Vanderpol said the people involved in this issue have asked
him to meet with them on April 12 at 8 p.m. in the Conference Room.
It was decided to alert the media to accommodate the open meetings
law.
Imhof brought up the contracts that are being considered
tonight and said the Council needs to have the figures on
contracts. On a consulting contract Imhof said he feels they
should come back to Council if they will go over budget.
Meeting adjourned at 6:25 p.m.
