PLANNING AND DEVELOPMENT COMMITTEE
Tuesday, September 4, 1990
The meeting was called to order by Committee Chair Marge
Laidlaw at 2:03 p.m. in the Council Chambers at 1000 N. Forest
Street.
Present were: Absent:

Don Hansey
1. ORDINANCE AMENDING ... ZONING ... FROM TOURIST COMMER-
CIAL TO URBAN RESIDENTIAL MEDIUM DENSITY 18 UNITS PER
ACRE FOR APPROXIMATELY 2.8 ACRES SOUTH OF AIRPORT DRIVE
ON WEST MAPLEWOOD (AB90 -224)
HANSEY MOVED TO RECOMMEND APPROVAL OF THE AMENDMENT TO THE
ZONING CODE TO THE COUNCIL.
Jackson said she hoped there would be no more requests
before the urban fringe study is complete.
Motion carried unanimously.
2. REQUEST FOR AUTHORIZATION TO ENTER INTO AN INTERLOCAL
AGREEMENT TO FORM A REGIONAL TRANSPORTATION PLANNING
ORGANIZATION (AB90 -300)
Laidlaw explained this issue stating the interlocal agree-
ment is signed by all.
Jackson requested there be a communication mechanism to keep
all agencies and elected officials up to speed on any plans.
Mark Challender said this is a good idea and it is his and Mar -
lene's responsibility to keep elected officials informed.
JACKSON MOVED THIS ITEM BE RECOMMENDED FOR APPROVAL TO
COUNCIL.
Motion carried unanimously,
3. REQUEST FOR A MOTION (OR RESOLUTION) OF SUPPORT FOR
ADMINISTRATION TO PURSUE IMPLEMENTATION OF MULTI- AGENCY
AGREEMENT REGARDING PORTAGE ISLAND (AB90 -301)
Roger explained they have tried during the past ten years to
have the Lummi tribe establish a park on Portage Island; the
County has put $400,000 into this project so far. There was a
trade with the Lummis of Semiahmoo for Portage Avenue with the
agreement by the Lummi tribe that they would develop a park on
Portage Island; nothing has been done in the interim. He stated
the Lummis are in violation of this agreement. Hansey said he
wondered if National Park Service, IAC and Lummis should meet.
Jackson said the Lummi tribe has asked for a summit with the
County Council on Portage Island and water rights; she asks that
this remain in committee until we see if there could be a meeting
with the Lummis. She said the County has waited for ten years so
it would be unwise to make a hasty decision at this time.
JACKSON MOVED THIS BE SENT BACK TO COMMITTEE UNTIL IT IS
DECIDED IF THERE COULD BE A SUMMIT MEETING.
Hansey said this is a request from administration for a
decision and he feels we should comply with the executive's
request and not wait.
Jackson asked him to reconsider his stand. This is a tip of
the iceberg and we need to cooperatively try to solve this
without antagonism. The reservation is in her area and she hoped
the Council would not rush into this decision.
Laidlaw said discussing broader issues with the Lummis is
wise but on this issue we need to go ahead.
Motion failed 2 -1 with Hansey and Laidlaw against.
HANSEY MOVED TO RECOMMEND TO THE EXECUTIVE BY MOTION THAT
THE STATEMENT MADE BY THE PARK AND RECREATION BOARD'S RESOLUTION
BE PURSUED AS OUTLINED IN THE MEMORANDUM FROM THE EXECUTIVE OF
AUGUST 20, 1990 WITH THE SUPPORT OF THE COUNCIL.
Motion carries 2 -1 with Jackson against.
Jackson said the County has the benefit of Randy Scott,
previously of the Association of Counties, now working with the
Puget Sound Water Quality Authority. He may be willing to
facilitate a meeting with the tribes in the future, said Jackson.
Taylor said Mr. McCormick, D.C.D. will be speaking on growth
management at the Library, September 24, 1:30 - 3:30 p.m.
The meeting was adjourned at 2:35 p.m.
