HomeMy WebLinkAboutPlanning and Development July 24 1990PLANNING AND DEVELOPMENT COMMITTEE July 24, 1990 The meeting was called to order at 2:15 p.m. by Committee Chairman Marge Laidlaw. Present Don Hansey Absent Emily Jackson It was announced that Jackson was attending a State Council on Aging meeting in Olympia. 1. REQUEST TO REZONE APPROX. 2.8 ACRES SOUTH OF AIRPORT DRIVE ON WEST MAPLE -WOOD (RECOMMENDED FOR DENIAL BY PLANNING COMMISSION) (AB90 -224) HANSEY MOVED THIS ITEM BE FORWARDED TO THE COUNCIL FOR A PUBLIC HEARING. Hansey said he disagreed with the process of public hearings and feels the hearings should be held before the item goes to committee. Laidlaw said she felt the public needs to have a chance to speak in committee; there was discussion about the possibility of keeping the hearing open until after the committee meeting. Motion carried 2 -0. 2. DISCUSSION OF POSSIBLE NOMINATION /APPOINTMENT OF PHASE 11 MEMBERS TO SHORELINES MASTER PLAN CITIZENS ADVISORY COMMITTEE, PLUS POSSIBLE NOMINATION/APPOINT- MENT OF REPLACEMENTS TO EXISTING GROUP (AB90 -266) Laidlaw said that Bob Funkhouser has not been able to attend seven out of 10 meetings recently; the Council is replacing him on the Shorelines Master Plan Citizens Advisory Committee. She stated that Larry Harris had indicated he would be interested in being on this committee. Brian Minch, Steve Brisbane and Matheson were suggested for the committee also. Hansey said there was block voting for environment or development with 8 -4 voting for the environment side. Hansey said it had started out with the intention of getting a balance but that does not seem to be the way it has turned out. Granat asked if previous planning commission members should be considered. Laidlaw asked if he was referring to Roger Ahnskaar; he concurred. Laura Lee Brakke said she agreed with Mike Granat that a person familiar with the procedure would be more helpful. She discussed the balance issue and said the group is trying to develop a document that will be accepted by the State. She said it is not environmentalists against developers in most cases. She said they are communicating with people in the County and are trying to represent these people. Brakke said someone who was on the recent or original committee would also be helpful such as Lois Garlick. Planning & Development Minutes, 7/24/90, Page 2 HANSEY MOVED TO RECOMMEND PLACING ROGER ALMSKAAR ON THE COMMITTEE IN PLACE OF ROBERT FUNKHOUSER. Motion carried 2 -0. Art Hyatt said if we are correcting imbalances, the Development Standards committee is definitely out of balance. Laidlaw said that issue is not before the committee today. Laidlaw said it had been indicated to her that the next phase will begin in September and there is a request to add two more people. It was originally suggested there be a representative from Cherry Point and one from the Indian population but this was never carried as a motion. Laidlaw read the Fielding Formway letter suggesting George Scott from Intalco and Scott Wallace from ARCO. Granat said he would be pleased if no more were added as the size now is sometimes unwieldy. Laidlaw said the Native American Community had been contacted but there was no reply from either the Nooksack or the Lummi tribes. Laidlaw said one member might be all that would be required. There was some discussion about having an even number for split votes. HANSEY MOVED TO ADD SCOTT WALKER (ARCO) AND GEORGE SCOTT (INTALCO). Laidlaw said she was not comfortable adding two. Hansey said it was necessary to add two but Laidlaw said Granat had indicated he would be happier with only one if any were being added. Motion failed. HANSEY MOVED TO RECOMMEND TO THE FULL COUNCIL THAT REPRESENTATION FROM CHERRY POINT PROPERTY OWNERS BE PLACED ON THE COMMITTEE. Motion carried.
