PLANNING AND DEVELOPMENT COMMITTEE
January 29, 1990
The meeting was called to order at 1:30 p.m. by Council Member Marge Laidlaw
in the Council Conference Room.

1. RESOLUTION ENDORSING,JOINT CITY - COUNTY PRODUCTION OF
A NEW COMPREHENSIVE PLAN FOR THE URBAN FRINGE
SUBAREA (AB90 -43) 53-
County Planning Director Dan Taylor and City Planning Director Bill Geyer were
present to discuss this item. They also discussed the development of a transportation
plan. City Council Member Foster Rose also was present. Laidlaw said the Committee
would give a report to the Council on the matters discussed.
2. RESOLUTION AUTHORIZING THE ADMINISTRATION TO APPLY
FOR FUNDS TO STUDY THE NOOKSACK RIVER IN ORDER TO
PLAN AND MANAGE FUTURE USE OF THE WATER RESOURCES
OF THE COUNTY AND TO COOPERATE WITH OTHER GOVERN-
MENTS AND AGENCIES IN FUNDING AND PERFORMING THE
STUDY (AB90 -44) 57 -59
Taylor said this resolution goes along with the critical water supply grant. He
discussed the need for matching funds, and that some recommendations of the study may
have a financial impact.
JACKSON MOVED THAT THE RESOLUTION BE RECOMMENDED FOR
APPROVAL.
Motion carried.
3. ORDINANCE ADOPTING AMENDMENTS TO THE 1986 EDITION OF
THE SHORELINE MANAGEMENT PROGRAM TEXT AND THE
OFFICIAL SHORELINES MAP 37
Laidlaw asked for direction from the Committee; should this matter be returned
to the Planning Commission with a limited scope, or should it be handled in some other
fashion? Hansey asked Taylor to give his assessment of the situation; Taylor explained
that the Council could appoint a Citizens Advisory Committee to study the plan; or it
could set some limits and send the plan back to the • Planning Commission. Discussion
ensued among Hansey, Laidlaw, Taylor, Planner Terry Galvin, Attorney Bob Tull, Art
Hyatt and B &C Director John Tyler. The Committee decided to work with staff on
recommended appointments to the CAC for Council confirmation by Feb. 15.

HANSEY MOVED THAT THE PLANNING AND DEVELOPMENT COMMIT-
TEE RECOMMEND TO THE FULL COUNCIL THAT THE COUNCIL APPOINT
A CITIZENS' ADVISORY COMMITTEE WITH A BALANCE BETWEEN AP-
PROPRIATE INTEREST GROUPS, AND FORWARD TO THE COMMITTEE THE
DEPARTMENT OF ECOLOGY COMMENTS, THE THREE MAP CHANGES AND
THE MAIN CONCERNS BROUGHT FORWARD AT THE COUNCIL'S PUBLIC
HEARING, AND THE BUILDING AND CODES SUGGESTIONS.
There was discussion of the motion. It was decided that the Shorelines Citizens
Advisory Committee would be expected to make a report to the Council as soon as
possible.
Motion carried.
4. DISCUSSION OF STATE GROWTH STRATEGIES PROPOSAL NO PPR
The Committee discussed the progress of House Bill 3864 and House Bill 2929,
which deal with state growth strategies' legislation.
The conversation lead to a discussion of the Puget Sound Water Quality Authority,
which is seeking support for its goal to remain independent.
JACKSON MOVED TO RECOMMEND THAT THE COUNCIL SUPPORT
THE PUGET SOUND WATER QUALITY AUTHORITY'S INDEPENDENCE BY
RESOLUTION.
Motion carried.
The Clerk was directed to type up the resolution and place it on an addendum
to Thursday's meeting.
5. HOUSING STRATEGIES - BUILDING INDUSTRY OF WHATCOM
COUNTY (ART CASTLE WILL BE PRESENT) NO PPR
Art Castle of the Building Industry Association distributed a packet to the
Committee members (but not one for the record) about housing and affordability. He
talked about the increase in the number of permits being issued, the statistics showing
more development in the County, and the need to eliminate any unnecessary costs from
building these homes. Castle said he hoped one Council member at least would become
a local housing expert. He offered the assistance of the Association if the Council
decides to pursue streamlining of its guidelines. Discussion ensued.
