PLANNING AND DEVELOPMENT COMMITTEE
January 2, 1990
The meeting was called to order at 1:04 p.m. by acting Chairman
Will Roehl with member Emily Jackson present. Tom Burton was absent.
Also present were Dan Taylor, Lois Garlick, Marge Laidlaw, and Lee
Murphy.
1. ORDINANCE ADOPTING THE COMPREHENSIVE WATER AND
SEWER PLAN AS AN ELEMENT OF THE COUNTY LAND USE PLAN
Taylor said there would be an additional memo before the
Thursday Council meeting incorporating some suggestions from Bob
Moore and others - mostly grammatical. The committee will study
Moore's suggestion before Thursday.
Jackson asked if plans could be made more concise, shorter and
easier for public interpretation. Taylor said he thinks the plans
could be streamlined without losing content.
JACKSON MOVED TO SEND IT ON TO COUNCIL WITHOUT
RECOMMENDATION SUBJECT TO THE PUBLIC HEARING.
Motion carried.
2. ORDINANCE IMPOSING A MORATORIUM ON PROCESSING
CONDITIONAL USE PERMIT APPLICATIONS FOR
OFF - PREMISE ADVERTISING SIGNS PENDING STUDY OF
APPROPRIATE OFFICIAL CONTROLS
Taylor said they want to limit the focus to off - premise signs
and hopes this will be completed by April 30th. Buildings and Codes
would like to have the whole spectrum of signs dealt with at once.
The committee agreed that off - premise and on- premise are such diverse
issues that off - premise should be dealt with by itself. Jackson
stated it would slow down the process to mix them.
Laidlaw asked about previously permitted signs. Roehl said one
way was to consider them non - conforming uses. King County has a
program whereby they buy out the right or allow a period of time in
which to amortize the investment. The permit would then be
rescinded. Jackson asked if the legal side had been tested. Roehl
said there had been test cases. Taylor said the Planning Department
would be researching this.

JACKSON MOVED TO SEND THIS TO COUNCIL WITH THE RECOMMENDA-
TION THAT THE MORATORIUM TO CONTINUED UNTIL THE PLANNING
DEPARTMENT HAS COMPLETED THE STUDY ON OFF - PREMISE SIGNS BY
APRIL 30, 1990.
Motion carried.
