PLANNING AND DEVELOPMENT COMMITTEE
February 12, 1990
The meeting was called to order at 1 p.m. by Committee Chairperson Marge
Laidlaw in the Council Conference Room.

1. RESOLUTION ENDORSING JOINT CITY - COUNTY PRODUCTION OF
A NEW COMPREHENSIVE PLAN FOR THE URBAN FRINGE
SUBAREA (AB90 -43)
Hansey noted that directly related to this issue is a petition by citizens to have a
portion of West Bakerview rezoned. Planning Director Dan Taylor said there is nothing
in the Urban Fringe resolution to prevent the Council from doing the rezone at this
time. The resolution would discourage people from rezoning until the full Urban Fringe
plan is done. He said the Council could use its discretion in deciding if the West
Bakerview area should be done separately.
There was consensus to send this matter forward.
2. SHORELINES MANAGEMENT PLAN CITIZENS ADVISORY
COMMITTEE RECOMMENDATIONS (AB90 -14)
Laidlaw said the updated list of applicants to serve on the committee had 30 to
40 names on it. There was a discussion of how to appoint people to the committee,
including how to balance the membership according to issues and interest groups.
JACKSON MOVED TO HAVE THE COUNCIL APPOINT A CITIZENS
ADVISORY COMMITTEE TO MAKE PRESENTATION TO THE PLANNING
COMMISSION.
After some discussion, motion failed with Laidlaw and Hansey opposed.
It was decided that no alternates would be allowed to serve on the Committee.
There was discussion among Committee members, Roger Almskaar and Art Castle of the
Building Industry Association. After much discussion:
HANSEY MOVED TO RECOMMEND TO THE FULL COUNCIL THAT THE
FOLLOWING PEOPLE BE APPOINTED: LAURA LEIGH BRAKKE, ROGER
SAHLIN, MIKE GRANAT, STAN BURNS, SHELLEY DAMEWOOD, DAVE
SIMPSON, PATRICE CLARK, GREG HART, DIANE SMITH, LORNA ERCHINGER,
AND DAVID MASON, PLUS TWO PLANNING COMMISSION MEMBERS.
Motion carried with Jackson opposed.
After some discussion:

HANSEY MOVED THAT THE COUNCIL WILL FURTHER APPROVE THE
APPOINTMENT OF TWO ADDITIONAL MEMBERS TO THIS COMMITTEE WHEN
IT TAKES ON DISCUSSION OF PUBLIC ACCESS ISSUES; MEMBERS WILL BE
REPRESENTATIVE OF THE CHERRY POINT INDUSTRIAL AREA AND
REPRESENTATIVE OF THE INDIAN TRIBES.
There was extensive discussion.
Motion failed, with Hansey in favor.
3. DETERMINATION ON THE ACCEPTABILITY OF THE APPEAL OF
HEARING EXAMINER'S DECISION ON SHORELINES VARIANCE 16-
89, FILED BY JEFFREY MCCLURE (AB90 -47)
Counsel recommended that this appeal be processed, with the issue of timeliness
to be decided by the Council when the appeal is decided.
4. OTHER BUSINESS
Sewer and Water Advisory Committee: Taylor asked for a volunteer to attend the
meetings; Tom Burton had been the Council's representative. Jackson volunteered.
Point Roberts: The agency report is not yet finished, Taylor said. However, he
recommended . the Council start thinking about having a public hearing when the
paperwork does eventually arrive.
The meeting was adjourned at 2:30 p.m.
