PLANNING AND DEVELOPMENT COMMITTEE Tuesday, August 7, 1990 The meeting was called to order at 1:35 p.m. by Committee Chairman Marge Present Don Hansey Emily Jackson 1. REQUEST TO REZONE APPROX. 2.8 ACRES SOUTH OF AIRPORT DRIVE ON WEST MAPLEWOOD (AB90 -224) There was discussion on the necessity of an ordinance. Rick Gilbert displayed an article from the Herald. Laidlaw said the Council is not allowed to accept any new information. Taylor stated that everything is acceptable in his opinion for this to pass. HANSEY MOVED TO INTRODUCE THE ORDINANCE THIS EVENING AND RECOMMEND A DO PASS AT THE EARLIEST CONVENIENCE. Jackson asked if this may set a precedent or is it unique? Taylor said it is on the edge; he does not think it will set up a domino effect but it could. Jackson said she hopes this not trigger more of the same. Motion passed unanimously. 2. DISCUSSION OF SUGGESTION BY PLANNING COMMISSION MEMBER LARRY HARRIS, THAT THE COUNTY COUNCIL SHOULD RECEIVE MORE DETAILED INFORMATION FROM THE PLANNING COMMISSION (AB90 -286) Laidlaw said this is just an item of information saying we would appreciated more information from the Planning Commission on issues. Taylor said he would ask ask his staff to send portions of their draft minutes to the Council showing the dialogue from the Planning Commission meetings. 3. CONSIDERATION OF ORDINANCE AMENDING THE TEXT OF THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE, TITLE 20, TO ALLOW PUBLIC AGENCY DIRECTION SIGNS AND TO ELIMINATE OFF - PREMISE ADVERTISING SIGNS (AB90 -164) (RE- INTRODUCED 7/24 AFTER EXECUTIVE VETO OF ORDINANCE 90 -66) 4. ORDINANCE AMENDING THE TEXT OF THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE, TITLE 20 .... TO INCLUDE ADDITIONAL RESTRICTIONS ON OFF - PREMISE ADVERTISING SIGNS (AB90 -164A) It was decided that items 3 & 4 should be discussed by Public Services at 6 p.m. Planning & Develoipment Minutes, 8/7/90, Page 2 5. RESOLUTION ESTABLISHING POLICY FOR NOTIFICATION OF PROPOSED REZONE ACTIONS (AB90 -280) Laidlaw said this would formalize an administrative procedure of notifying the surrounding property owners of any rezone actions. Taylor said this places the burden on the property owners. There was discussion about the size requirement and who covers the cost. The current practise of putting an 8 1/2" x 11" notice on posts isn't effective. Taylor said Planning Department does have green 18" x 18" signs for Open Space. Taylor said the main intent is to have it easily seen by the surrounding residents. He said the backing would be 18" x 24" with a smaller sign attached. JACKSON MOVED THIS ITEM BE RECOMMENDED FOR APPROVAL TO COUNCIL. Motion carried unanimously. Taylor asked if he was to pursue the sign - backing further and the committee asked that he speak to the Hearing Examiner and Buildings and Codes to try to get this organized. 6. RESOLUTION ESTABLISHING POLICY ON SCHEDULING OF LAND USE ACTIVITIES (AB90 -281) Taylor said the zoning codes are constantly changing and this would establish policy on land use activities in compliance with the State Growth Management Bill. There was some discussion about it being a resolution rather than an ordinance. Taylor said he has been warning people at their office that there would be a change in scheduling of land use activities; this would allow certain types of land use activities to be heard at certain times of the year. Jackson said she likes the idea but is afraid some people will get caught unprepared and will then have a long wait. LAIDLAW AMENDED THE RESOLUTION BY SAYING "THIS POLICY - WILL BECOME EFFECTIVE DECEMBER 1, 1990 ON LINE 32." LAIDLAW MOVED THE AMENDED RESOLUTION BE RECOMMENDED FOR APPROVAL TO THE COUNCIL. Motion carried unanimously. 7. Jackson said that a gentleman offered the Opportunity Council a mobile home for use as a low income shelter. Jackson had spoken to Gary Chadwick of the Park department and he had mentioned several pieces of property the Park department did not use. Jackson said the Opportunity Council needs to know if the Council is interested in working with them on the acquisition of surplus property. It was decided more information would be required for from the administration on this issue.
