Also Present: Absent: Marge Laidlaw None. Mary Vanderpol 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A THREE -YEAR CONTRACT WITH U.S. BANK OF WASHINGTON FOR BANKING SERVICES IN AN AMOUNT NOT TO EXCEED $107,799 (AB90 -320) 27 -63 Executive Shirley Van Zanten asked that this item be first on the agenda. Laidlaw excused herself because of a potential conflict of interest. Treasurer Barb Cory said for years banking services took place under an oral contract. This is the first time the County ever has gone out for bid for its banking services. She explained information provided in the packet and the bid review process. Warner and Vanderpol commented. VANDERPOL RECOMMENDED A DO PASS. Motion carried. 1. REQUEST TO ENTER INTO AN AGREEMENT WITH REID MIDDLETON FOR COMPLETION OF THE LAKE WHATCOM TRANSPORTATION STUDY IN AN AMOUNT NOT TO EXCEED $120,000 (AB90 -319) 1 -26 Van Zanten said five firms were interviewed by a Committee, which recommended Reid Middleton. The study would address, in part, the transportation needs for the Sudden Valley area. Vanderpol said some citizens in the area are very concerned about water quality in the area; he asked if these concerns would be taken into consideration. Engineer Ed Henken said water quality would be considered, but actual water quality tests would not be conducted. Warner asked questions. Van Zanten said the bottom line is that Sudden Valley was permitted for a certain density level, and development is taking place. The first step is to get a consultant to list the pros and cons of proposed routes. She said she knew some people didn't want any consideration to be given to transportation changes. However, it may be less environmentally harmful to update existing roads than to build a new road. The study would help determine this. Warner and Vanderpol agreed, commenting to some extent. Water quality concerns were discussed. Henken said impacts on the lake would be covered, listed and compared along with ways of dealing with them. Henken said a more detailed environmental impact statement would be conducted later. Laidlaw asked questions. Laidlaw noted Donovan Kehrer is the subcontractor for this project. Warner asked if on page 18 of the contract, paragraph five, a sentence could be added that water quality is of concern to the County Council so it would be foremost on the minds of the contractor as the study is prepared. Henken said there would not be a problem. VANDERPOL MOVED TO RECOMMEND A DO PASS AND TO AMEND PARAGRAPH NUMBER FIVE OF PAGE 18 OF THE WORK SCOPE TO ADD TO THE END OF THE PARAGRAPH: "... WITH SPECIAL ATTENTION PAID TO EFFECTS ON WATER QUALITY OF LAKE WHATCOM." Laidlaw asked questions about the public meetings that will take place. She also questioned some of the changes scratched in by Engineering on the copy of the contract before the Council. Discussion ensued. Motion carried. 3. BID AWARD RECOMMENDATION FOR THE CEDARVILLE LANDFILL PHASE I (AB90 -321) 64 -67 Van Zanten said the actual contract was not available at the time the packet was created, and still may not be available. Solid Waste Manager Bob Jurica distributed a letter to Committee members on this subject. Public Works representative Brad Bennett commented. Discussion took place. The financial analysis presented to the Council at its special meeting last Thursday indicated the money for this contract already was taken out. VANDERPOL MOVED TO RECOMMEND A DO PASS. Laidlaw questioned the handwritten figures on the bid tabulation sheet. Jurica said a typographical error was merely corrected. Laidlaw said again, she did not see any initials next to the changes indicating who made them. Motion carried. 4. REQUEST FOR COUNCIL TO FIND THAT A WAIVER OF BID REQUIRE- MENT WILL BE IN THE BEST INTEREST OF WHATCOM COUNTY AND APPROVAL OF ADDENDUM TO PROFESSIONAL SERVICES CONTRACT (AB90- 322) 68 -70 This deals with the Hearing Examiner professional services contract. The Code states that professional services contracts exceeding $5,000 must go to bid, unless the Council finds that a waiver of the bid requirement is in the County's best interest, Van Zanten said. Laidlaw and Warner discussed the matter. LAIDLAW MOVED APPROVAL. Motion carried. 5. BID AWARD RECOMMENDATION FOR THE PURCHASE OF ACOUSTICAL Finance Minutes, 9/25/90, Page 2 PANELS /WORK STATIONS FROM THE WASHINGTON STATE BID LIST FROM WESTERN OFFICE PRODUCTS AND INDAL FURNITURE SYSTEMS IN THE AMOUNT OF $18,208.75 PLUS SALES TAX AND INCLUDING INSTALLATION (AB90 -323) 71 -72 Purchasing Agent Nat Dickinson explained the recommendation. Van Zanten, Laidlaw and Vanderpol discussed the matter. VANDERPOL MOVED TO RECOMMEND A DO PASS. Motion carried. 6. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT FOR $12,992 WITH THE CITY OF BLAINE FOR THE PURPOSE OF PARTICIPATING IN A TRANSPORTATION STUDY (AB90 -324 3 -82 Van Zanten explained this item. Blaine entered into an agreement with the state Department of Transportation to have a study done. This will allow the study to be expanded to include Lincoln Road and Birch Bay. This is a cost effective way to get this study done, Van Zanten said. Planning Director Dan Taylor said his department and Engineering in particular have worked on this. Warner asked questions. Arlene Famum( ?) of the Council of Governments said she would like COG to be included on the advisory committee created by the interlocal agreement. She and Warner discussed the matter and other points. It was suggested that a member of COG would be represented on the advisory committee. Laidlaw asked some questions; Farnum responded. The committee had some concerns about the interlocal agreement, and discussed it at length. Laidlaw suggested adding to the scope of work that the County would like some attention paid to non - motorized alternatives. Warner suggested doing as Taylor suggested, delete the word "general." Discussion ensued. Laidlaw said she would like to avoid language changes but would like the message carried back to the technical committee. Motion to recommend approval, with the COG representative added, carried. 7. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR FRESH FRUITS AND VEGETABLES FOR THE JAIL (AB90 -325) 83 -86 There was discussion. VANDERPOL MOVED TO RECOMMEND THE REQUEST BE APPROVED. Motion carried unanimously. 8. BID AWARD RECOMMENDATION FOR THE SUPPLY OF DAIRY PRODUCTS TO THE JAIL TO THE LOW BIDDER, DAIRY DISTRIBUTING, INC., ESTIMATED TOTAL OF $16,934.15 (AB90 -325) 83 -86 Finance Minutes, 9/25/90, Page 3 There was discussion. WARNER MOVED TO RECOMMEND APPROVAL. Motion carried unanimously. 9. BID AWARD RECOMMENDATION FOR GROCERIES AND SUPPLIES FOR THE JAIL TO THE ONLY BIDDER, FOOD SERVICES, INC., AT AN ESTIMATED TOTAL OF $23,917.98 (AB90 -325) 83 -86 Purchasing Agent Nat Dickinson said these contracts are awarded every six months because food prices are so volatile and it seemed the more flexible way to approach the process. LAIDLAW MOVED TO RECOMMEND APPROVAL. Motion carried. 10. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT TO A CONTRACT WITH CURRENT INDUSTRIES FOR A VARIETY OF SERVICES TO THE DEVELOPMENTALLY DISABLED IN THE AMOUNT OF $19,594.19 (AB90 -326) 87 -90 11. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH VANGUARD NORTHWEST FOR DEVELOP- MENTALLY DISABLED PEOPLE IN SHELTERED WORKSHOPS IN THE AMOUNT OF $87,150.00 (AB90 -327) 91 -97 12. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH PIONEER RIDGE HEALTHCARE FOR VARIOUS SERVICES TO THE DEVELOPMENTALLY DISABLED IN THE AMOUNT OF $11,358.21 (AB90 -328) 98 -100 Van Zanten said Developmental Disabilities Director Carl Allen was present. Allen asked if there were questions; there were none. The money comes from state and federal sources. VANDERPOL MOVED TO RECOMMEND APPROVAL OF ITEMS 10, 11,12. Motion carried. 13. ORDINANCE TO REVISE THE 1990 RIVER IMPROVEMENT FUND BUDGET (AB90 -305) 177 -179 Van Zanten explained this requested revision. Motion carved. 14. OTHER BUSINESS Overflow channel improvements to Glacier Creek at Mount Baker Rim flood control project: Van Zanten distributed an agenda bill and paperwork on this matter, which she said was not presented in time to appear on the agenda. This bid award is needed in a rush, she said, because the river is at a low level. Pat Paymont and Bill McGowan of the Mount Baker Community Club were present. The Community Club will help pay for some of the improvements. Van Zanten said the money for this project will come out of the budget revision in item 13. Discussion ensued. Vanderpol said since time was of the essence, passage of this resolution should take place. Discussion ensued. Warner said he would ask the Council to consider this item as an addendum to the agenda. VANDERPOL MOVED TO RECOMMEND APPROVAL. Motion carried. Henken distributed final copy of the agreement for the Lake Whatcom road study. He will send a copy to the Council Office later. The meeting was adjourned at 4:10 p.m. Budget Meetings: After adjournment, Warner noted Council staff should arrange Finance Committee budget meetings, notifying all departments that the Committee will be happy to discuss anything, but if they don't have any requested changes, their absence is not held against them.
