Forest St. by Committee Chairman Dan Warner. Also Present: Absent: Marge Laidlaw Mary Vanderpol 1. BID AWARD FOR RECONSTRUCTION OF NORTH LAKE WHATCOM TRAIL (AB90 -312) The requested award would be to Northwest Trails, Inc., including option 1 for approximately $85,220. Executive Shirley Van Zanten and Parks Director Roger DeSpain discussed the item. He noted no horses will be allowed on the trail because it is within the watershed boundaries. There was discussion among Committee members, Van Zanten and DeSpain. LAIDLAW MOVED TO RECOMMEND APPROVAL OF THE BID AWARD RECOMMENDATION. Motion carried unanimously. 2. AWARD FOR A PC -BASED ELECTION BALLOT TABULATION SYSTEM (AB90 -313) The requested award would be to Diverse Integrated Systems for an approximate cost of $38,541. Auditor Shirley Forslof presented the request. There was discussion among Committee members, Information Services Director George Reid, and Forslof. Forslof noted it will be operating during the upcoming general election. LAIDLAW MOVED TO RECOMMEND APPROVAL OF THE BID AWARD RECOMMENDATION. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION TO ENTER INTO AGREEMENT WITH TELECOM MANAGEMENT FOR TELECOMMUNICATIONS CONSULTING SERVICES (AB90 -314) Budget Director Tom Sutberry and Reid discussed the proposal, which would result in an agreement for services valued at no higher than $20,000. ,Discussion ensued. It was Finance, 9/11/90, Page 1 noted this authorization is for Phase I of the study. LAIDLAW MOVED TO RECOMMEND APPROVAL OF THE BID AWARD RECOMMENDATION. Motion carried unanimously. 4. REQUEST FOR AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH REHABCO FOR SUPPORTED EMPLOYMENT ASSISTANCE (AB90 -315) Director of Developmental Disabilities Carl Allen presented the request, which would amount to $31,270. He explained the "job coaching" program and its benefits, and noted this money is all "pass- through" grants. LAIDLAW MOVED TO RECOMMEND AUTHORIZATION THE REQUEST. Motion carried unanimously. 5. OTHER BUSINESS Sludge Management Workshop: Warner said Bob Moore would like to attend the two -day workshop, and the Council would need to authorize funding for the trip. Van Zanten and Laidlaw asked why Moore should attend, and Warner responded that Moore has gained some level of expertise in this area and serves on the Health Board Advisory Committee, which advises the Council on sludge - related matters from time to time. Committees such as HBAC and Lake Whatcom Watershed are funded by the Council. Sutberry urged the Council to think about future funding requests of this sort when establishing its budget.
