October 23, 1990
The meeting was called to order at 3 p.m. in the Council Chambers, 1000 N. Forest
by Committee Chairman Dan Warner.

1. REQUEST FOR AUTHORIZATION TO REJECT ALL BIDS FOR THE
BELLINGHAM SENIOR CENTER ADDITION (AB90 -348) 14 -16
Executive Shirley Van Zanten explained the request for authorization.
VANDERPOL MOVED TO RECOMMEND THE COUNCIL AUTHORIZE THE
REJECTION OF ALL BIDS.
Motion carried.
2. REQUEST FOR APPROVAL TO PURCHASE COMPUTER EQUIPMENT
FROM COMPUCOM THROUGH THE WASHINGTON STATE BID CONTRACT IN
THE TOTAL AMOUNT OF $14,930.64 (AB90 -349) 17 -18
Information Services Director George Reid and Fred Thompson of District Court
explained the request, the equipment and its installation.
LAIDLAW MOVED THE REQUEST BE RECOMMENDED FOR APPROVAL.
Motion carried.
3. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR THE SUPPLY OF
TRUCK TIRES AND SERVICE FOR THE PERIOD 11/1/90 TO 10/31/91 (AB90-
350) 19 -20
Van Zanten commented briefly. Laidlaw asked questions and Purchasing Agent Nat
Dickinson responded.

4. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR RENTAL RATES FOR
MAINTENANCE & CONSTRUCTION EQUIPMENT FOR THE COMING YEAR
(AB90 -351) 21 -22
Van Zanten explained the request. Dickinson commented, as did Committee
members.

5. ORDINANCE REVISING THE 1990 NW WASHINGTON FAIR FUND
APPROPRIATION FOR UNANTICIPATED PROPERTY PAYMENT AND CAPITAL
COSTS (AB90 -345) 26 -27
Van Zanten explained the request.

6. POSSIBLE EXECUTIVE SESSION TO DISCUSS EMPLOYEE PERFORMANCE
(PURSUANT TO RCW 42.30.110 (F)) (AB90 -356)
Warner said an executive session would not be necessary to discuss the status of Ed
Good, Hearing Examiner. Last summer Good had some problems because of wife's illness,
took time off, got behind on some of the hearings. Warner said he and Council Chairman
Don Hansey agreed to check periodically on Good's performance.
In reviewing the status logs (on file), Warner said it appears the decisions mostly now
seem to be in line. Warner said he also talked to Deputy Public Works Director John Tyler
who said he was very pleased with Good's performance since the summer; Hansey had
received similar comments from Tyler.
Laidlaw said she appreciated receiving the status log, but would like an update on
the recent cases. Good said a matter due on October 12 (City Light) was published on
October 11. A matter due on the 26th was published the 19th (Tim Jackson). Laidlaw said
the log indicates the decision was due on the 12th. Good said the hearing date was not
closure of record in that case, which extended the deadline. Two decisions were due on the
19th and were issued on the 23rd. He talked about deadlines.
Vanderpol asked for clarification; the decisions were only ready for typing either on
Friday the 19th or Monday the 22nd. Good said yes. Warner noted that if something is
supposed to be issued on the 19th, it's not going to be typed up if it is only presented to the
typist on the 19th.
Good said of the 20 decisions due since September, he has issued seven ahead of
time, four right on time, and the balance within one day of deadline. He hasn't had any
extensive delays at all, he said.

Warner asked if there is any technical consequence to a decision being rendered late;
Good said he doesn't recall every hearing of a decision being overturned because it was late.
He's tried very hard to do them. Have to do about a decision a day. Has site visits to
make. Said he feels he is on top of things, and lately none of those extensive kinds of delays
(like those in July, when his wife was very much near death) have been occurring.
Discussion ensued.
Laidlaw reiterated that although things seem to be improving, people still are
concerned and the County needs to have decisions issued on time or before the time.
Discussion took place.
Vanderpol asked Good to evaluate his relationship with his assistant Carol Ortner.
Good said he feels it is a warm relationship, and had high praise for Ortner. Vanderpol
urged Good to get work to Ortner in a timely manner so it can be typed before the
deadline.
Vanderpol asked if the County Code allows for extensions; Good said it does, with
the consent of the involved parties. They discussed Good's overdrawn leave and how it
would be taken care of.
Warner asked if Good anticipates continuing work with the Council indefinitely;
Good responded affirmatively. The Committee discussed with Good the need for him to
move to the area.
The meeting was adjourned at 3:40 p.m.
