HomeMy WebLinkAboutFinance November 2 1990J WHATCOM COUNTY COUNCIL FINANCE COMMITTEE November 2, 1990 The meeting was called to order at 10 a.m. in the Council Conference Room by Committee Chairman Dan Warner. Present Absent Marge Laidlaw Mary Vanderpol BLTDGET WORK SESSION Health Department- Dr. Frank James There was discussion about next year; the Health Department will submit a preliminary report of it's budget to the Council in May. Warner asked James about the relocation of either the Health Department or Planned Parenthood. James stated it would be Planned Parenthood that will be moving. There was discussion on the new fee schedule and how it affects the Health Department's revenue. Laidlaw wanted to know about the positions that were not recommended by the Executive. James pointed out he was not asking for these positions but gave a brief J overview of them. The Medical Records Manager and Clerk Typist are essential. Warner stated next year there will be a budget discussion before the Health Board Advisory Commission in April for policy decisions. James expressed the Health Department was satisfied with the budget. Treasurer - Barbara Cory Cory wanted to speak to the Committee about the additional service requests. Warner stated that the Committee can not fill a position just because it generates revenue. There was discussion on the Revenue Auditor, Cash Manager, Real Property Manager, and a Clerk III and on how these positions would benefit the Treasurer's office and the County. The Clerk III would be the only one not generating revenue. There has been a 219 percent increase in revenue in 1990. Warner asked about capital items. The Executive recommended $10, 000 but did not specify where the money should be used. Cory said the items being considered are getting new desks for staff or a new Check Endorser machine. Superior Court - N.F. Jackson, Superior Court Administrator Jackson handed out a Superior Court/ Clerk Programs Report. There was discussion on the contracting of the conflicting defender cases. Jackson states contracting attorney services are rising. The Committee reviewed the Court Commissioner's status. There was discussion on the Assistant Coordinator's position for the Assigned Council. The Assistant Coordinator has been paid out of Extra Help funds this year and Jackson requested an additional $14,000 to make the position full -time. Jackson explained the Assigned Council Assistant Coordinator's position is in extreme need. There was discussion on the new courtroom for Commissioner Chuck Synder. Laidlaw inquired about Jackson wanting to get more proactive in the Legislature. Jackson stated that 80 percent of his travel expenses are state funded. Warner asked about capital items. Jackson explained the most critical request is the Audio Cassette Dubbing Equipment for $2000. Jackson requested $10,000 for stand -alone shelving. Jackson stated the budget was very responsible and the Superior Court will accept the budget. Brigid Collins House Mary Ellen Shields, Michael Tyers, and Ward Mackenzie attended on behalf of Brigid Collins House. Sheilds gave an overview of the formation of this organization. She distributed a letter that was written to the Executive. Sheilds stated a Coordinator /Director and an Assistant /Secretary are required to maintain this organization She requested the county and city combined produce half the on -going funds for these positions. Laidlaw stated it would be very hard to commit to on -going funding. There was discussion on why the organization wasn't being funded through Combined Treatment. The organization is getting funding for other items with grants and housing through St. Joseph's Hospital.
