The meeting was called to order at 3:05 p.m. in the Council Conference Room
by Committee Chairman Dan Warner.

1. BID AWARD RECOMMENDATION FOR PARTIAL ROOF
REPLACEMENT AT THE HEALTH DEPARTMENT TO THE LOW
BIDDER, WESTERN ROOFING COMPANY, INC., FOR $15,555,54
INCLUDING SALES TAX (AB90 -1.67)
Executive Shirley Van Zanten said it was brought to her attention that the low
bidder was not totally responsive. Since the other two bids were outside of the
budget, she recommended that the Council reject all three bids and start the process
anew. Van Zanten distributed a memo from Paul Rushing regarding this matter (on
file). Warner said the recommendation would be made.
2. BID AWARD RECOMMENDATION FOR A 19 -FOOT BOAT AND
MOTOR FOR USE BY THE SHERIFF IN LAKE PATROL DUTIES
TO THE LOWER RESPONSIVE BIDDER, HAWLEY'S BOATS AND
MOTORS, FOR $18,223.59, INCLUDING SALES TAX (AB90 -168)
Van Zanten noted that the grant slated 'to pay for the boat was only for
$16,000, but Sheriff Larry Mount has negotiated with Hawley's, who will accept
$16,000. It was decided, among Van Zanten, Mount, Undersheriff Doug Gill and
Purchasing Agent Nat Dickinson that the bid could be awarded, with the amount
changed from $18,223.59 to $16,000. There was some discussion.
LAIDLAW MOVED THAT THE BID AWARD BE APPROVED FOR
$16,000.
Motion carried.
3. BID AWARD RECOMMENDATION FOR OVERHEAD LIGHT
BARS FOR THE SHERIFF'S PATROL VEHICLES TO . THE
LOWEST RESPONSIVE BIDDER, TOMAR ELECTRONICS, INC.,
FOR $20,317.50, INCLUDING TAX (AB90 -169)
Van Zanten said this is not the lowest bidder, but is the lowest responsive
bidder. Gill discussed the bid differences and the rationale for the bid award
recommendation. Discussion ensued.

LAIDLAW MOVED TO RECOMMEND THE BID AWARD.
Motion carried.
4. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR THE
SUPPLY OF ASPHALTIC EMULSIONS DURING THE COMING
ROAD- OILING SEASON (AB90 -170)
Van Zanten explained the request. Warner, Dickinson, and Vanderpol
discussed the matter further. The committee agreed to send the matter to the
Council with a recommendation of approval.
5. REQUEST FOR CONTINUATION OF THE LEGAL SERVICES OF
THE CITIZENS' REPRESENTATIVE REGARDING THE SOLID
WASTE DISPOSAL DISTRICT (AB90 -1.71)
Van. Zanten said this would allow the County to continue to hire outside legal
services to oppose the disposal district tax. The county successfully defended the tax
at the Superior Court level, now it should be taken to the Supreme Court of
Washington, Van Zanten said.
LAIDLAW MOVED THAT IT BE RECOMMENDED FOR APPROVAL.
Motion carried.
6. ORDINANCE TO REVISE THE 1990 EQUIPMENT RENTAL AND
REVOLVING FUND BUDGET (AB90 -163)
Van Zanten explained the ordinance; it would allow the County to buy
property on Holly Street. There was some discussion.
VANDERPOL MOVED THAT THE ORDINANCE BE RECOMMENDED
FOR APPROVAL.
Motion carried.
7. OTHER BUSINESS
The meeting was adjourned at 3:30 p.m.
