FINANCE AND PERSONNEL COMMITTEE
March 6, 1990
The meeting was called to order at 3:05 p.m. by Committee
Chairman Dan Warner in the Council Conference Room.

1. BID AWARD RECOMMENDATION FOR SUPPLY OF PRE -CAST CONCRETE
BULKHEADS TO LOW BIDDER, IMPERO CONSTRUCTION COMPANY, AT
$38,560.25 (AB90 -62)
Executive Shirley Van Zanten requested that the bid be awarded
to the local contractor and low bidder. There was some discussion
of this item.
LAIDLAW MOVED THAT THE COMMITTEE RECOMMEND THE BID AWARD BE
APPROVED.
Motion carried unanimously.
2. BID AWARD RECOMMENDATION FOR SUPPLY OF BRIDGE TIMBERS AND
PILING TO LOW BIDDER, WYCKOFF COMPANY, FOR $58,290.10
(AB90 -63)
There was some discussion.
LAIDLAW MOVED THAT THE COMMITTEE RECOMMEND APPROVAL.
Motion carried.
3. BID AWARD RECOMMENDATION FOR THE PURCHASE AND
INSTALLATION OF A MOBILE HOME FOR POINT ROBERTS SHERIFF'S
DEPUTY TO LOW BIDDER, BAYSIDE MOBILE HOME MOVERS, FOR
$27,493.00 (AB90 -64)
There was some discussion of this item. Mary Chisholm, Public
Works, explained some portions of the bids.
LAIDLAW MOVED THAT THE COMMITTEE RECOMMEND APPROVAL.
Vanderpol further discussed the bid with Chisholm.
Motion carried unanimously.
4. REQUEST FOR RATIFICATION OF LABOR CONTRACT, "INSIDE"
BARGAINING UNITS AND PARKS, PUBLIC WORKS, JUVENILE
PROBATION /DETENTION UNITS (AB90 -65)
Van Zanten said the paperwork distributed to. Council is a
Finance, 3/6/90, Page 2
summary of the changes. The actual contract is in draft form. The
settlement is within the parameters laid out by the Council, it was
voted on by membership of the four bargaining units and approved
on a two to one basis. Personnel Director Larry Mans answered some
questions from Warner and Laidlaw.
Van Zanten said she would like to discuss exempt personnel
salaries on the first Council agenda in April, for discussion by
the Committee of the Whole. There was some discussion.
LAIDLAW MOVED TO RECOMMEND TO THE COUNCIL THAT THE CONTRACT
BE RATIFIED.
Motion carried.
Van Zanten said Mans would be available at the Council meeting
later that evening to answer questions.
5. REQUEST FOR APPROVAL OF EXECUTIVE'S PURCHASE OF PROPERTY
INSURANCE (AB90 -66)
After some discussion about this item:
LAIDLAW MOVED THAT THE EXECUTIVE BE AUTHORIZED TO PURCHASE THE
INSURANCE.
Motion carried.
The meeting was adjourned at about 3:30 p.m.
