FINANCE AND PERSONNEL COMMITTEE
July 10, 1990
The meeting was called to order by Committee Chairman Dan Warner at 3
p.m. with members Marge Laidlaw and Mary Vanderpol present. Also present were
Shirley Van Zanten, Executive; Tom Sutberry, Budget Director; Barbara Cory,
Treasurer; Brad Bennett, Public Works Accounting; Terry Hinz, Budget Analyst;
Andy Nordstadt, Bellingham Herald; and Tim Lucy, Humane Society.
1. BID AWARD RECOMMENDATION FOR PARTIAL HEALTH
DEPARTMENT ROOF REPAIR TO LOWER BIDDER, WESTERN
ROOFING COMPANY, INC., FOR $179679.20 (AB90 -227)
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
2. REQUEST FOR AUTHORIZATION TO PURCHASE ONE -YEAR
FERRY HULL INSURANCE FOR $18,940 FROM T. W. RICE &
CO., INC. (AB90 -228)
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
3. REQUEST FOR AUTHORIZATION TO ENTER INTO A
CONTRACT WITH KATHLEEN DWYER, EDUCATIONAL
SPECIALIST IN JUVENILE DETENTION, FOR $26,670 (AB90 -229)
Van Zanten explained this contract.

4. REQUEST FOR AUTHORIZATION TO ENTER INTO A
CONTRACT WITH NORTHWEST INDUSTRIES, ADDING STATE
MONEY TO AN EXISTING CONTRACT (RAISING TOTAL
CONTRACT AMOUNT TO $270,889.96) (AB90 -230)
Van Zanten explained the contract request. There was discussion on the scope
of the program this is funding.

5. REQUEST FOR AUTHORIZATION TO ENTER INTO A
CONTRACT WITH SENIOR COMMUNITY SERVICES (AMENDING
TOTAL CONTRACT TO $79,336.20) (AB90 -231)
Van Zanten explained this contract request.

Motion carried unanimously.
6. REQUEST FOR AUTHORIZATION TO ENTER INTO A
CONTRACT WITH RITTENHOUSE -ZEMAN & ASSOCIATES, INC.,
TO PERFORM ENVIRONMENTAL ASSESSMENT ON G -1 COUNTY
YARD (POSSIBLE GRAND TOTAL OF $18,142) (AB90 -232)
Van Zanten explained there had to be an assessment carried out. The County
will have to front the money for the entire amount and Transit will reimburse the
County for their half of the cost.
Laidlaw said she had checked with Watts and found it is appropriate for her to
vote on this issue.

7. RESOLUTION AUTHORIZING THE SALE OF PROPERTY
ACQUIRED BY COUNTY ON TAX FORECLOSURE (REQUEST
NOS. 36, 37, 39, 41, 42, 43, 44, 45, 46, 47)(AD90 -235)
County Treasurer Cory explained this issue.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
8. RESOLUTION AUTHORIZING THE SALE OF REAL ESTATE
BELONGING TO THE COUNTY, REQUEST NO. 40 (AB90 -236)
Cory explained this issue.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.

10. ORDINANCE PROVIDING FOR AN APPROPRIATION IN THE
CURRENT EXPENSE FUND, NON - DEPARTMENTAL, TO
PURCHASE THE CITY OF BELLINGHAM'S INTEREST IN THE
PUBLIC HEALTH BUILDING (AB90 -220)
County Budget Manager Tom Sutberry explained this issue. It was determined
$261,201 would be the amount to turn over to the City.

Motion carried unanimously.
12. ORDINANCE AMENDING WHATCOM COUNTY CODE 2.55.010
(BONDING EMPLOYEES OF COMBINED TREATMENT
SERVICES) (AB90 -223)
Van Zanten and Sutberry explained this item. Sutberry said these employees
handle cash and need to be bonded.
WARNER MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
13. ORDINANCE RE- ESTABLISHING THE DRUG TASK FORCE
FUND AND ITS APPROPRIATION (AB90 -226)
Van Zanten and Sutberry explained item.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
14. RESOLUTION TO SURPLUS A COUNTY -OWNED VEHICLE USED
FOR ANIMAL CONTROL PURPOSES AND TRANSFERRING
TITLE TO THE HUMANE SOCIETY (AB90 -240)
Sutberry explained this item. Previously the County provided a vehicle for the
Humane Society but now it is now considered appropriate for the County to sell the
present vehicle to the Humane Society. The Humane Society is not pleased with the
price mentioned so the Council is being asked by the Humane Society to lower the
price. Tim Lucy said they would like to offer $1500 minus costs.
LAIDLAW MOVED TO DELETE THE WORD "FOR NOT LESS THAN
$2400" FROM LINE 19.
The would allow the Executive to negotiate the sale at whatever price deemed
appropriate.

15. RESOLUTION CANCELLING WARRANTS MORE THAN ONE
YEAR OLD (AB90 -241)
LAIDLAW MOVED TO RECOMMEND APPROVAL OF THIS ITEM.
Motion carried unanimously.
9. ORDINANCE REVISING HEALTH DEPARTMENT 1990
SCHEDULE OF FEES AND CHARGES (AB90 -221) (FINANCE)
Sutberry explained this item. There was discussion regarding whether we
subsidize these injections or if they are self supporting. It was determined the current
trend is toward this becoming self supporting.
VANDERPOL MOVED TO RECOMMEND APPROVAL OF THIS ITEM.
Motion carried unanimously.
11. ORDINANCE REVISING THE 1990 PUBLIC HEALTH FUND
(AB90 -222)
Van Zanten explained this item.
