HomeMy WebLinkAboutFinance January 29 1990WHATCOM COUNTY COUNCIL FINANCE AND PERSONNEL COMMITTEE January 29, 1990 The meeting was called to order at 3 p.m. by Committee Chairman Dan Warner in the Council Conference Room. Also present: Absent: Marge Laidlaw Mary Vanderpol None. 1. BID AWARD RECOMMENDATION FOR FOUR EXCHANGE COMPACTION WHEELS FOR LANDFILL COMPACTOR TO THE LOW BIDDER, NC MACHINERY CO., FOR FOUR 816B WHEELS $7,187.50 EACH, TOTAL OF $30,992.50, INCLUDING SALES TAX (AB90 -37) Executive Shirley Van Zanten explained the bid award recommendation. There was some discussion. VANDERPOL RECOMMENDED THAT THE BID AWARD BE RECOM- MENDED FOR A DO -PASS. Motion carried. 2. ORDINANCE REVISING. THE 1990 COMBINED TREATMENT SERVICES FUND TO PROVIDE ADDITIONAL APPROPRIATION AUTHORITY ANTICIPATED BY CURRENT EXPENSE FUND CONTRIBUTION (AB 90 -33) Budget Director Tom Sutberry explained this ordinance. LAIDLAW MOVED THAT THE ORDINANCE BE RECOMMENDED FOR APPROVAL. Motion carried. 3. RECEIPT OF PROPERTY TAX REFUND LIST FROM TREASURER, PURSUANT TO RCW 84.69.020 (MOTION ACCEPTING THE LIST) (AB90 -40) Treasurer Barb Cory was on hand to discuss this matter. There was some discussion. VANDERPOL MOVED THAT THE LIST BE RECOMMENDED FOR APPROVAL. Motion carried; Laidlaw abstained because her husband's employer was on the list. Finance, 1/29/90, Page 2 4. OTHER BUSINESS Interest on Park Fund Levy: Vanderpol asked for an update on this matter. Sutberry explained that the interest on the Parks levy accrues to the capital fund rather than the general fund. Van Zanten also commented. Juvenile Detention Center: Warner asked for an update. Van Zanten said the City is doing a major remodeling /construction job at City Hall at the same time as the Courthouse addition will be taking place; this complicates matters. She explained some difficulties that are occurring with the utilities under street level and with parking during construction. Health Capital Assets: In response to a query from Warner, Sutberry said arbitration on this matter has not yet been scheduled; even so, the matter of dividing the assets of the now - defunct Health District is close to being resolved.
