Forest, by Committee Chairman Dan Warner. Also Present: Marge Laidlaw Mary Vanderpol Absent: None 1. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT FOR INDIGENT DEFENSE SERVICES FOR CASES CONSIDERED TO BE A CONFLICT OF INTEREST FOR THE PUBLIC DEFENDER'S OFFICE, WITH BAUM, WALKER, KAMRAR, ELICH, BOBBINK, PAGE, HEYDRICK AND KOZEN FOR $50 PER HOUR FOR 1991 (AB90 -428) 1 -9 VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 2. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT FOR GUARDIAN AD LITEM DUTIES IN THE JUVENILE DIVISION OF SUPERIOR COURT AT $35 PER HOUR FOR DAVIS AND ROGERS, AND GEORGE AT $75 PER HOUR FOR 1991 (AB90 -429) 10 -16 LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO AGREEMENT AMENDMENT FROM WESTERN SERVICES FOR LEACHATE HAULING SERVICES FROM CEDARVILLE LANDFILL TO THE FERNDALE WATER TREATMENT PLANT (AB90 -430) 17 -10 LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 4. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR THE SUPPLY OF MINERAL AGGREGATES FOR JOBS IN 1991 (AB90 -431) 21 -16 Finance and Personnel Minutes, 12/11/90, Page 1 VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Some discussion followed on the length of time this whole thing would last. Motion carried unanimously. 5. BID AWARD RECOMMENDATION FOR THE SUPPLY OF PRESCRIPTION MEDICATION SERVICE FOR THE JAIL TO NORTH CAMPUS PHARMACY (AB90 -432) 27 -28 LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 6. BID AWARD RECOMMENDATION FOR A SIX MONTH SUPPLY OF TRAFFIC CONTROL SIGNS TO LOW BIDDER, ZUMAR INDUSTRIES INC., EST. COST $19,060.66 (AB90 -433) 29 -30 LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 7. BID AWARD RECOMMENDATION FOR INSTALLATION OF A WATER LINE AND HYDRANT FOR FIRE CONTROL AT HOVANDER HOMESTEAD PARK TO BECK CONSTRUCTION (AB90 -434) 31 -34 This fire hydrant was listed in the 1988 hydrant replacement approvals. Beck Construction is a local firm. VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 8. REQUEST FOR APPROVAL TO ADD STAFF POSITION IN THE DEPARTMENT OF COMBINED TREATMENT SERVICES (AB90 -435) 35 -39 The 1991 budget anticipated this type of addition: Area Resources Coordinator, and there is money coming in from the State to provide this. The original idea was to contract this out, but as it turns out, the person would belong to another office and there would be a conflict. As it turns out, it would be better for Whatcom and San Juan Counties to take the State's money and hire a person who would be a County employee. But that's not the way the budget is built. The budget authorizes a contract person, not a staff person. The budget says if a person is added, the Council must first concur. That's why this Finance and Personnel Minutes, 12/11/90, Page 2 recommendation. Warner pointed out that often, because of the benefits and other costs of employment beyond salary, it was more cost effective to contract help. Imhof pointed out that he was uncomfortable because what if the County adds a person, then somehow the State funds get pulled. But in this case, the only place to find the person on a contract basis would be through offices that are providing mental health services, and there would, therefore, be a conflict. Laidlaw wanted to know if Committee could stipulate that if State money is pulled, the position no longer exists. Imhof said the motion could be made with the understanding that the position is authorized only as long as there is full state funding for salary and benefits. LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL WITH THE AMENDMENT "PROVIDED CONTINUED STATE FUNDING FOR SALARY AND BENEFITS." Motion carried unanimously. 9. RESOLUTION AUTHORIZING THE SALE OF PROPERTY ACQUIRED BY THE COUNTY ON TAX FORECLOSURE, REQUEST NOS. 55, 56, 57, 58, 59 (AB90 -413A) 42 -44 VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 10. ORDINANCE REVISING THE ENVIRONMENTAL HEALTH FEE SCHEDULE FOR SOLID WASTE FUNDING (AB90 -421) 45 -49 Discussion pointed out that the increase in fees was in order to get the fees up toward covering the full cost of that program. Some time was spent explaining how the various fees were determined. VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. 11. ORDINANCE ESTABLISHING PROCEDURES FOR MANAGEMENT AND DISPOSITION OF COUNTY -OWNED PERSONAL AND REAL PROPERTY (AB90 -414) 50 -65 Vanderpol pointed out that this is the result of a request the Committee made to the Executive about three years ago that we somehow organize and inventory the County property and come up with some way of managing it and disposing of it. Finance and Personnel Minutes, 12/11/90, Page 3 Cory explained the issue. Laidlaw pointed out that the ordinance says "amend" in several sections, when it probably should say "repeal" those sections. Further discussion brought out that these are the sections that become redundant with the adoption of this ordinance. It should also say that all other sections remain in effect. That would stop misunderstanding. Cory said that 75% of the deeds have been found; the other 25% can't be found. Until some decision is made about what to do with that property, it will just have to be carried on the books. The Prosecutor will have to help County decide what to do with that property. VANDERPOL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. Motion carried unanimously. In response to questions from Laidlaw, Cory added that dealing with the property and further searching of the records was one of the main reasons the department has asked for a Property Manager position. Proper management could bring in even more revenue. More of an effort needs to be made to bring people to sales to buy the properties that are offered. 12. RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION FOR FUNDING ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT FROM FUNDS AVAILABLE THROUGH THE FIREARMS RANGE PROGRAM AS PROVIDED BY RCW 77.12 (AB90 -439) 95 -96 A Parks and Recreation Department representative reported on the source of funds being applied for and the purpose for which the funds will be used. Some discussion followed on the fact that guns are not prohibited in County parks. LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried unanimously. The meeting was adjourned.
