to order at 7 :30 p.m., with all present for
Johnson and Muenscher. Motion was made to

Hearing was held on the ordinance in the matter of the adoption of
a budget combining CETA II, CETA VI and CETA Vi- Project into one fund and
incorporating CETA II--B and the Administrative Cost Pool. No one testi-
fied, and the hearing was closed. Finance had reviewed the ordinance,
recommending, "do pass as amended." Hansey moved for passage of the ordinance,
and moved to amend by adding a fourth "Whereas ", as follows: "WHEREAS,
the Whatcom County Public Employment Program is an Acting Prime Sponsor,
and will change from a Special Revenue Fund to and Agency Fund; and ".
The amendment passed, and the amended ordinance passed by a 5 in favor and
one abstention (Muenscher) vote.
Hearing was held on the ordinance increasing the garbage disposal fees
at the Maple Falls landfill site and Glacier compactor site, and amending
Whatcom County Code 3.08.025. No one testified. Hearing was closed. Pub-
lic Works recommended "do pass" on the ordinance. Donnellan's motion for
passage passed by unanimous vote.
Robert Frost addressed the Council at the Public hearing on the ord-
inance regarding the matter of placing stop signs in the Plat of Browns-
ville, asking for clarification on the location of the stop signs. No one
else testified, and the hearing was closed. Public Safety recommended "do
pass," and Hansey's motion to pass the ordinance carried on a unanimous
vote.
�XECUTIVE ITEMS
One transfer was presented for Council authorization: $11,529.99
in the Assessor's budget. Finance recommended approval, and Hansey's mo-
tion to approve. passed.

Louws presented an amendment to the jail contract with Gothard R.
Pearson & Associates, lowering the amount of the architectural and engin-
eering fees from 8% to 6.55% of the total amount, to be in accordance
with state regulations. Roehl's motion to so amend the contract passed.
Louws presented the preliminary 1981 budget to the Council, and de-
livered his budget message. Hansey presented the Finance Committee's
meeting schedule for budget consideration. He also announced that so far
Congress has not authorized F.S.R. for 1981
OPEN SESSION
Robert Frost spoke on the need for county government to move in the
Cherry Point area because of area unemployment problems.
FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS
The Finance Committee reviewed the seven ordinances in this category,
and Hansey moved for passage with recommendations from Finance as follows:
(1) Ordinance authorizing a supplemental budget for the Assigned
Counsel budget for 1980. "Do pass" recommendation; passed by
5-1 (McIntyre) vote
(2) Ordinance authorizing a supplemental budget for the Equipment
Rental and Revolving Fund. "Do pass" recommendation; passed
by unanimous vote
(3) Ordinance authorizing the adoption of a supplemental budget for
the Ferry Maintenance Fund for 1980. "Do pass" recommendation;,
passed by unanimous vote.
(4) Ordinance authorizing a supplemental budget.for the River Im-
provement Fund for 1980. "Do pass" recommendation; passed by
unanimous vote
(5) Ordinance authorizing a supplemental budget for the Solid Waste
Fund for 1980. "Do pass substitute ordinance ". Public Works
had also reviewed this ordinance and recommended "do pass ";
Hansey moved to accept the substitute ordinance, motion carried.
Ordinance enacted by unanimous vote.
(6) Ordinance authorizing a supplemental budget for the 1980 Medical
Examiner Budget. "Do pass" recommendation; passed by 5 -1 (McIntyre)
vote.
(7) Ordinance authorizing an emergency appropriation for 1980 Sol-
dier's Relief Fund as provided for in Article 6, Section 6.82
of the Home Rule Charter, and R.C.W. 36.40.190. "Do pass sub-
stitute ordinance" recommendation. Hansey moved to accept the
substitute ordinance. Motion passed. Ordinance passed by unan-
imous'vote. Prior to the passing of the ordinance, two represent-
atives of the Soldiers Relief Fund, Dan Kniffen and Dave Duhn,
answered questions of Council as to why 1980 payments from the
fund were running so much higher than the averages of previous
years.

Petitions were received as follows:
(1) for the proposed incorporation of Point Roberts; Philip Brandt,
attorney, spoke to the matter. The Chair will notify the peti-
tioners the next step is to file with the Boundary Review Board
and indicate to them that the BRB is to be the lead agency for
SEPA requirements
(2) from Whatcom County residents requesting a Sheriff Deputy for
the east area of the County. This was forwarded to Council from
the Executive, and received for information
(3) for the vacation of a portion of Morgan Street by Bellingham
School District #501; received and sent to Planning and Public
Works for review before Council takes action
The application for Open Space by Laura Carr was received and sent
to the Planning Commission for initial action.
The ordinance annexing property from the City of Ferndale was received
for information.
INTRODUCTION OF ORDINANCES AND RESOLUTIONS
Hansey moved to add a resolution setting a charge for Whatcom County
Code books and an ordinance increasing the revolving fund for the Sheriff
to the agenda, following the printed items. Motion carried.
Hansey introduced an ordinance amending Ordinance No. 80 -60 providing
for the creation and maintenance of a Road Improvement Guaranty Fund, auth-
orizing Tax Levies to maintain such fund, and providing for payment into
and drawing warrants against such fund, to conform with RCW 36.88.220 and
to delete reference to the Tax Levy. It was sent to Finance for review.
The second item, ordinance authorizing supplement for the Local Public
Works Fund for 1980 was withdrawn. This will be handled as a transfer.
Roehl introduced a resolution regarding settlement of Tort Claims.
It was referred to Finance.
Donnellan introduced the resolution regarding change of road name from
A.P.A. Road to Fernwood Road in Point Roberts. Hearing will be on November
6, but no committee will review it.
Roehl introduced a resolution establishing a price for, and authorizing
the sale of the Whatcom County Code books. Hansey moved to amend to include
WACO and WSAC on the list. Motion carried. Muenscher moved to amend by
adding a new section, "Section 3: The County Executive is hereby authorized
to distribute additional copies to other public agencies as he deems fit."
Amendment and the amended resolution passed.

Hansey introduced and moved for passage an emergency ordinance increas-
ing the amount of the Larry E. Mount Revolving Fund as provided for in
the Whatcom County Home Rule Charter, Article 6, Section 6.72. It passed
by a unanimous vote.
COMMITTEE REPORTS
There will be a Committee %of the Whole meeting Wednesday, October 15
at 7:00 p.m. to discuss the personnel classification and wage scale study.

Finance presented their schedule for the 1981 budget proceedings.
Planning reported on the matter of sewer and water services in the
Bellingham urban fringe area, and requested a Committee of the Whole meeting
to discuss the matter, which was set for Tuesday, October 21 at 7:00 p.m.
