Council en acted this ordinance by unanimous vote,
Planning rec:.ommended. a "do Pass" on the ordinance amending W.C.C.
7.40A70 70 to provide for a waivor of fees concerning road vacations unon
a finding t.h..at the vacation will be of speciFic benefit to 1 ^hatcom County.
Roeh1 moved for its adoption, and his motion pass& unanimously. He made
note to remove an unnecessary comma from line 19.
OTHER BUSINESS
There was qu st ion by McIntyre on HE-23, the Hearing Examiner's reouire-
ment prohibiting objection to formation of a D.T.D. on the preliminary plat
aDMOV31 of Evergreen MaYor Country Ksi.:iytes. This preliminary plat rEequest
was referred back to the Planning, Committee= McIn yre "5 motion For further
investigation of this clause, by unanimous (:recision.

to the ,amended findings of fact a: recommended by the Hearin} Examiner.
The amendments that were made were to strike conditions ions E7A and F- -3 of the
Hearing Examiner rocommEei"ldations, dealing with requiring a 10,000 gallon
water i oservoir to he constructed at the cost of the applicant for Fire Pro-
tection. It was felt that this was an unreasonable requirement. Muenscher
abstained from taking part in the Proceedings, due to possible conflict of
interest. Johnson's motion to approve the amended findings carried unan-
imously, 1v1tI7 MCaE`,ilsC E: T' abstaining.
The applicant, Lorenzo Perez, requested withdrawal of his Petition
to vacate the dead -end portion of East. Pole Road. He had made his request
by telephone. The Council is awaiting written notification From him before
officially dropping the issue.
The vacation of the Plat of Sunday Harbor was not reported out of Plan.nin
The Engineering Department 'IS requesting the entire 6O foot right of way he
vacate:, rather than the 26 feet as requested by ira Weidkainn. Planning
Committee is investigating an earlier petition for the ucation of the other

Van Ry, and authorized the chair to inl_orm that agency by letter.

tection District 20 was received. The Prosecuting Attorney's office is
drawing up papers for• further action by Council..

Kehl introduced the ordinance regarding a buJget revision request. for
"or -Bell Nursing Home, and it was sent to Finance.
Harrsey introduced the ordinance establishing a revolving Fund for the
use of the Alcoholism Administrative Board,repealing an unnumbered Resolu-
tion of the same subject matter adoptod March 4, 1976, and referred it to
ipance.
The ordinance establishing a revolving tulld for the use of the Nor-Bell
Nursing Home, repealing a resolution which established R small change fund
for the Infirmary in 1968 was introduced ed by Ha3isey and sent to Finance.

Public Safety- made note that the "Local Traffic Only" sign had not hviii
roaced on Fuclid Avenue yet, as had been authorized two weeks ago by that
committee. The Chair will discuss the matter with Executive Louw .
..)ohnson also mentioned having a numbering system in Whatcom County
that would alloy for identification of all homes, mobile homes, etc., pri -
mari iy in the interest that emergency vehicles (ambulance, Sheriff, etc.)
may quickly and easily locate the correct address.
Planning made note of this Cherry Point Task Force report coming urn at
their next meeting on the 13th of March at 7:00 p.m. Also to be discussed
at that meeting is the moratorium on construction around the flake Whatcom
Watershed.
Hansey noted that the Ad -floc Committee on establishing guidelines will
hold an informal meeting on March 10 to establish a public meeting date on
that subject.
