HomeMy WebLinkAboutCounty Council for March 20 1980WHATCOM COUNTY COUNCIL Minutes of meeting March 20, 1980 The meeting was called to order at 7:40 with all present but Donnellan, who had indicated he would be late to the meeting, The minutes of the previous meeting were approved as presented. EXECUTIVE ITEMS There was one budget transfer in the Sheriff's Department, for $7850 in Training Element 40 to Training Element 520. Finance recommended approval, and Hansey's motion carried to authorize the transfer. Louws presented Gerald Wood for Council confirmation to be appointed as Juvenile Court Administrator. It was the feeling of the Council that they would like time to review the resume and interview Mr. Wood, rather than con- firming at this meeting. The Chair ruled that after the Other Business sec- tion there would be an Executive Session to interview the applicant since he had come some distance to be at the meeting. The final decision is to be 'n two weeks. OTHER BUSINESS Roehl gave a report from the Cherry Point Task Force, which .has now dis- solved. He would like to have a letter sent to each member of that committee thanking them for their service. The.Task Force Policy Statement and Check- list was discussed. The Council members had some problems with it. Planning Committee is to further discuss i.t, and will possibly draft some changes and bring more specific suggestions for its utilization to the Council at a later date. Roehl moved to approve the preliminary plat of Evergreen Manor Estates subject to conditions as set out in the findings of fact as recommended by the Hearing Examiner. McIntyre moved to drop HE 23. His amendment was de- feated. The preliminary plat was approved by a 6 to 0 vote (McIntyre ab- stained). Roehl moved to approve the preliminary plat extension of Harborview Estates and accept the Hearing Examiner findings of fact and Vecommendations. Motion passed unanimously. Roehl also moved to approve the preliminary plat and variance of Brit- ton Manor and accept the Findings of fact and recommendation set out by the Hearing Examiner. Motion passed unanii:)usly. i Minutes of Council meeting March 20, 1980 page two Roehl moved to allow the vacation of White's Park Addition to Blaine- and find specific benefit to Whatcom County, so payment of land by the peti- tioners was waived by the Council, providing that a ten foot strip of land on the Drayton Harbor road was deeded over to the County. The specific bene- fit that the county would receive as a result of vacating the land is that the land would be better suited for future development. The costs incurred in the proceedings will have to be paid by the petitioners. Motion passed. Communications were received as follows: a) Letter from Kelly Schneider regarding the Sweet Road in Blaine. This matter was referred to the Executive, and the Chair will re- quest a copy of his answer to the inquiry. b) The petition on the annexation by the City of Bellingham was noted. Planning Committee is reviewing this matter with the City Council Planning Committee. c) Notification of the appeal of Lakeside Manor Condominiums was made. The Council will make a decision before May 12. d) WSAC, WACO anA WPA would like to meet with the Council and inform them of the scope of what they do, and to discuss the merger of WSAC and WACO. The Chair is to establish the date of this meet4 -Q. e) The Parks Department would like to have an executive session to discuss the inter -urban trail. This meeting will possibly be held on the same day as item d). The May meeting schedule was changed by Hansey's motion to have the meetings on the second and fourth Thursdays, the 8th and the 22nd. FINAL CONSIDERATION OF ORDINANCES Hansey moved to approve the ordinance revising the 1980 budget for Nor - Bell Nursing Home. Finance had reviewed'it and had recommended "do pass." His motion carried by a unanimous vote (McIntyre being absent at the time of the vote). % Finance recommended approval of the ordinance establishing a revolving fund for the use of the Alcoholism Administrative Board, repealing an unnvm- bered Resolution of-the same subject matter adopted Match 4, 1976. Hansey moved to enact the ordinance, and his motion passed by a 6 -0 vote (McIntyre abstaining), Minutes of Council meeting. March 20, 1980 page three The ordinance establishing a revolving fund for the use of the Nor -Bell Nursing Home, repealing a Resolution which established a small change fund for the Whatcom County Infirmary had a "do pass" from Finance, and Hansey's motion to pass the ordinance carried unanimously.' INTRODUCTION OF ORDINANCES AND RESOLUTIONS Donnellan introduced the ordinance authorizing a supplemental budget for the Public Works Department Equipment Rental and Revolving Fund for 1980, and it was sent to Public Works and Finance. Hansey introduced the ordinance authorizing a supplemental budget for the Public Works County Road Fund for 1980, and it was referred to Finance. Roehl introduced an ordinance amending the Whatcom County Comprehensive Plan Map from Potential Suburban to Rural and to amend the Interim Zoning Map from General Protection to Rural one acre, Rural two acres and Forestry Zone in the vicinity of the South Bay area o the dake Whatcom Subarea. It was sent to Planning for consideration on y 27, and the entire Council rged to be present at that meeting. Donnellan introduced the resolution authorizing the imposition of weight restrictions on bridges within Whatcom County pursuant to R.C.W. 46.44.080 and it was referred to Public Works. The resolution in the matter of authorizing a deduction from the 1980 Whatcom County Gas Tax Revenues from the State of Washington was introduced by Hansey and sent to Finance for review. The resolution in the matter of calling for bids for the official print- ing for Whatcom County for the period of July 1, 1980 through June 30, 1981 was introduced by Roehl and received its final approval unanimously. The date when Council will award that bid was changed to May 8, 1980. Hansey introduced the resolution authorizing retroactive salary increase for exempt employees. Finance recommended "do pass" and the resolution was passed unanimously. COMMITTEE REPORTS Planning reported that they had voted down the Moratorium on contruction in the Lake Whatcom Watershed. Public Safety noted that the placement of a sign on Euclid Avenue would require Council action, and they will be introducing a proposal at the next meeting. Minutes of Council meeting March 20, 1980 page four The Ad -Hoc committee on mini - initiatives reported on their draft pro .sal for amending Ordinance No. 79 -31 regarding initiative, referendum and recall. They hope to introduce a proposal on April 3. Roehl reported on the work session on the ordinance regarding the siting of power generating facilities. The Planning Department is reworking certain sections of the Ordinance at the committee's request. Muenscher mentioned the Health Board negotiations regarding union change in the Health Department. The Whatcom County Personnel Department is being asked to negotiate for them. The Chair announced the Council Public Hearing set for Wednesday March 26 at North Bellingham Elementary concerning the Nor -Bell sewer plan. A special Council meeting was called for at 8:30 a.m. on Monday March 24 to make final decision on the Juvenile Court Administrator appointment. Meeting adjourned at 10:OS.
