Minutes of meeting
June 1.9, 1980
The meeting was called to order at 7:40 p.m., with all members pre-
sent for roll.
The minutes of the previous meeti.ng were approved with date correc-
tions toMargh20 and 27 under Final Considerati.on., page two, and adding
"representing Birch Bay Resort Owners' Association" after Betty Gaudette
on page 3.
HEARINGS
Hearing was held on the ordinance in the matter of speed and stop
signs on the Mosquito Lake Road Middle Fork Bridge. No testimony was
given. Hearing was closed. Public Safety recommended "do pass" and Johnson
moved its passage. Motion carried unanimously.
Hearing was held on -the resolution in the matter of adoption of What -
com County's Six -Year Comprehensive Road Program. County Engineer Ed Hen.ken
gave a brief explanation. Clara Wieland testified on the condition of
the Kickerville Road Bridge over California Creek. No other testimony was
given, and the hearing was closed. Public Works Committee had studied
the program, and recommended favorably. Donnellan moved its introduction,
and recommended it be placed on the July 10 agenda, in order that the en-
tire Council have adequate time to study it. Council agreed to this.
EXECUTIVE ITEMS
There was one Executive Item, presented by Louws, a transfer of .funds
in the Tort Claims Fund in the amount of $70,000 from Reserve to Settlements.
Finance recommended "do pass ""and Hansey's motion to authorize the trans-
fer carried.
The Executive presented to the Council a written report on the Fis-
cal Status of the Budget as of June 17, 1980.
JPEN SESSION
Herb Langman spoke in favor of the Parks Department Blaine Air Force

also spoke in favor of the plan. Clara Wieland testified against the
proposal. Bill Vogt, a resident in the Birch Bay area would I -Ike to see
more public rest areas in the resort area at Birch Bay.
FINAL CONSIDERATION OF ORDINANCES AND 'RESOLUTIONS
Donnellan moved passage of the ordinance establishing policy, pro-
cedures and requirements governing the use of official county motor pool
vehicles. Public Works recommended "do pass as amended," and Donnellan
moved five amendments, all of which passed, as follows:
a) pp 1, line 16, delete "are to" insert "shall ", delete "distinct-
ively"
b) pp 2, lines 26 -27, insert "and exterior" after "interior ". Add
and in the case of a daily rental, return. the vehicle refueled
and ready for use." on line 27
c) pp 4, lines 2-3, delete from "at" through line 3, insert "the
following business day at motor pool opening time."
d.) pp 4, lines 8 -15, from "Pool. ", strike remainder of section.
e) pp 5, section 16, strike entirely. t
The ordinance as amended passed by unanimous vote.
Ordinance adopting a flow- through supplemental. budget for the Buildi _,,
Maintenance budget. for 1980 had Finance recommendation of "do pass as amen-
ded." Roehl moved its adoption. Hansey moved amendments as follows: Strike.
"flow- through" in the title and line 13, and change the amounts in the text
from $22,530 to $26,530 as recommended by the Public Works Department.
Both amendments passed.. McIntyre questioned why the Professional Services
(Architectural Service) was so high. The ordinance as amended passed by
6 -1 (McIntyre) vote.
Ordinance amending Oridnance No. 80 -12 regarding method of reimburse-
ment for meals purchased during travel on county business had Finance rec-
ommendation of "do pass.." Hansey moved to enact and to amend, substituting
"sworn" for "notarized" on. line 16. The amendment and the ordinance passed
unanimously.
OTHER BUSINESS
Bill Trimm gave the Long Range Plan Update, as requested by Council,
for the Planning Department. He reported on the status of the entire Plan
update and specifically on the status of -the Ferndale- Cherry Point. sub -ar -__
The mption authorizing a minimum bid on Bakerview property, as deferred
from the May 22 meeting was further, deferred until July 10. The chair
was to arrange for further data on the various options from the Executive

and another work session on this matter will be held .July 8.
INTRODUCTION OF ORDINANCES AND RESOLUTIONS ylf�i ��,y���o � ���a
The resolution approving the dissolution of Fire District. No. 20 was
not introduced. There was concern expressed whether Council should or
needed to dissolve this Fire District at this time, and no one saw fit to
introduce the Resolution.
The resolution in the matter of application to the Secretary of the
Interior for, and securing transfer of real property owned by the United
States, more commonly known as Blaine Air Force Station, to Whatcom County,
and giving the Parks Director the authority to perform all. duties in the
acquisition and maintenance of said property was introduced. by Roehl.,
who moved for passage. Ray Geiscke and Roger DeSpain were present from
the Parks Department to give further information. The Committee of the
Whole had met June 18 to discuss this matter in detail. 'There was discuss 10-
on the amount of authority given to the Parks Director in t`1ie Resolution.
Roehl moved to amend page two, end of section 2, add, "; prov:ided, however_,
that all final applications or contracts shall be subject to the approval
of the Whatcom County Council." Amendment. passed. Hansey spoke against
the proposal., concerned about the County's ability to financially handle
it.. The resolution passed by majority vote.
The resolution amending Resolution No. 79 -1 providing for a maximum
time between introduction and final consideration of ordinance and pro-
v=iding for a procedure to confirm Executive appointments was accepted for
information and will be on the July 10 agenda for consideration.
Planning Committee recommended "do pass" on the resolution approving
amendment to Water District No. 10's Comprehensive Plan, Resolution No.
278, dated May 11, 1980. Roehl moved its adoption, and his motion carried.
Planning recommended "do pass" on the resolution approving amendment
to Water District No. 1.0's Comprehensive flan, Resolution No. 279, dated
May 14, 1980. Roehl moved to adopt the resolut.-i.on., and his motion passed
unanimously.
The resolution in the matter of the cancellation of a warrant over
one year old in accordance with the provisions of RCW 36.22.1.00 relating
to the cancellation of warrants was held in Finance.
Hansey moved passage of the resolution in the matter of issuing a re-
placement warrant for tax refund. Finance recommended "do pass ", and the
resolution passed by unanimous vote.

An ordinance extending the existing Interim Zoning; Ordinnr,ce adopted
on July 6, 1972, to July 1S, 1.982 was introduced by Rochl and scent to
Planning.
REPORT OF CONINITTEE'S
Muenscher requested reopening discussion on the location of the
Central Road District facility and moved, "The Whatcom Count), Counc-11
;oes on record as declaring its preference is that the new f.acil.it.ies, if-
built at Smith and Northwest Roads, be placed no closer than 'a mile from
the corner of the intersection of Smith and Northwest I:oads." rfi.s motion
passed. The Chair is to draft. a memo to the Executive asking for various
cost comnarisons, financial_ information, etc., including the content of-
this motion.
The next. Council meeting will be in three weeks, on July -10.
