Minutes of meeting

The meeting was called to order at 7:40 with Hansey, Donnellan
and Johnson absent. All other members were present for roll.
The minutes of the previous meeting were approved as presented.
HEARING
Hearing was held on the ordinance authorizing a revision in the
1980 Current Expense Fund, County Park Fund, and the Building Mainten-
ance Fund, and a revision in the 1980 Current Expense Revenues. Two
letters, one from Judge Swedberg and one from the Whatcom Counseling
and Psychiatric Clinic concerning the proposed cutbacks in the District
Court budget were received.
Bud Atkins (administrative head of the Olympic Treatment Center),
Clayton McDonald (member of the Al. Admin. Brd .) , Joseph LeVac , Sarah
Gill. (Dist. Crt. prob. officer), Ides Carry (private alcohol counselor),
Jean Hong (volunteer worker), Pat Asshiem (former prob. counselor), Bon-
nie Smitch (Juv. Prob. Dept.) and Fred Thompson (Adult Prob. Dept. head)
all spoke against cutting in t "he District Court, Adult Probation depart-
ment. Sarah Gill testified that the cuts would add 50 -75 people to
her current load of 130 cases. Bonnie Smitch also spoke against cuts
in Juvenile Probation. Lois Orth was against cuts in the Senior Serv-
ices. Robert Frost spoke in favor of all the budget cuts, but didn't
want. the Sheriff's Department cut. Clara Wieland testified against
lifting the levy lid. Hearing was closed.
The decision on this ordinance is to be made on August 7. Finance
is still investigating the cutbacks to Current Expense.
EXECUTIVE ITEMS
The one item,bid award on a word processor, was withdrawn.
OTHER BUSINESS
Bill Trimm, assistant Planning Director, gave the Planning Depart-
ment's Long Range Plan update. He mentioned the status of the Cherry

Point /Ferndale sub area, projecting mid - November as the date when Council
will have the completed recommendations to consider, as well as the
status on other areas' time schedules.
OPEN SESSION
Robert Frost addressed the Council, in favor of extending the Bell-
ingham metro bus service to Ferndale.
FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS
Roehl moved adoption of an ordinance providing for a supplemental
budget and a revised budget for the 1980 Northwest Washington Fair budget.
Finance recommended "do pass," and the motion passed on a unanimous vote.
There was discussion on the resolution in the matter of submitting
to the,voters of Whatcom County a proposal to exceed the 1060 levy lid,
as provided by Law. The majority of Council present felt that a special
meeting should be held for final consideration so that more Council mem-
oers would have a chance to voice their opi.onion on this matter. Roehl
moved to table the Resolution until Monday morning, July 28 at a time
to be set by the Chair for a special meeting to�vote on the resolution.
The motion was defeated on a 3 -1 vote as a majority of the entire Council
(4 votes) is required to pass a motion. Since no decision was made on
the resolution, the Chair is t.o establish a meeting for final consider-
ation of this resolution.
INTRODUCTION OF ORDINANCES AND-RESOLUTIONS
Roehl introduced the ordinance amending ordinance no. 79 -25 relating
to the establishment of Public Offical bonds in amounts and forms for
all elected county officials and designated employees, pursuant to Home
Rule Charter Section 9.50, and it was sent to Finance.
Roehl introduced the ordinance regarding the transfer of certain
duties of the Clerk of the Council from the Whatcom County Auditor to
the Whatcom County Council. It will continue to be considered by Finance.
The ordinance establishing policy and regulations governing the
administration of County -owned parking areas was introduced by Roehl
and sent to Public Works.
The ordinance in the matter of a franchise for the City of Sumas
to install, operate and maintain water distribution lines along a cer-

tain road in 1hatcom County, Washington, was introduced by McIntyre
and referred to Public 1,11orks.
Roehl introduced the ordinance amending Ordinance No. 79 -9 relating
to simplified procedures for approval of transfers and /or budget re-
visions within a departmental budget and for approval of budget revisions
for expenditure of flow- through funds. It was sent to Finance.
COMMITTEE REPORTS
There were no committee reports.
The Chair announced a special meeting Monday, July 28, 1980 at 11:00
a.m, to consider the resolution lifting the levy lid.
The meeting adjourned at 8:45.
