The meeting was called to order at 7:30 with all members present
for roll.
The minutes of the previous meeting were approved with a date
correction of May to March on page 3 and notin Council rnember Don-
Z>
arrival. The minutes of the special meeting of March 24 were
also approved.
EXECUTIVE ITEMS
Don Hansey, chairman of the Finance Committee presented the exec-
utive items, as John Louws was out of town.
The first item was the bid award for the construction of Saxon Road
bridge to Impero Construction Company in the amount of $27,500.00. The
bid was awarded by unanimous vote.
The second item.was budget transfers. There were two - one in CETA
VI- Project for $8,834 and the other in CETA II for $8,557. Hansey's motion
to authorize these, with Finance recommendation of "do pass" carried.
FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS
Public Works and Finance recommended "do pass" on the ordinance auth-
orizing a supplemental budget for the Public Works Department Equipment
Rental and Revolving Fund for 1980. Hansey's motion carried unanimously
to enact this ordiannce.
The ordinance authorizing a supplemental budget for the Public Works
County Road Fund for.1980 had a recommendation of "do pass" from the Finance
Committee, and Hansey's motion to pass the ordinance passed unanimously.
Hansey moved for passage of the resolution in the matter of author-
izing a deduction from the 1980 Whatcom County Gas Tax Revenue from the
State of Washington. Finance Committee had reviewed, and recommended
"do pass. ". The resolution was ordered by unanimous vote.
OTHER BUSINESS `
Public Safety had reviewd three liquor license applications, recommend-
ing "do pass" on the first two, and denial on the last. The first for La
Lomita was granted by majority vote (?,Iuenscher voting no because of his
concern on its proximity to a school), the second to the Homestead Restaurant.

was granted unanimously. The third, for a three -day special event liquor
license to Whatcom Winter Club had a recommendation from the Sheriff and
the Executive for denial, and was denied by a 4 to 3 vote.
The petition regarding the formation of Whatcom County Water District
No. 17 was received and sent to Planning. It is to be on the agenda for
the April 17 meeting.
Finance Committee had reviewed and recommended approval of the con-
tract for the Humane Society. McIntyre moved to deal with this on the
April 17 meeting, that copies be provided to all Council members, and that
the Chair clarify the arrangements for payment from the first of the year.
Motion carried.
Correspondence was received from the Mayor of the City of Blaine con-
cerning the H.U.D. Block Grant application, requesting action of Council.
Public Hearing and a Resolution for final application is scheduled for
April 17. '
INTRODUCTION OF ORDINANCES AND RESOLUTIONS
One item was added by motion to this section.
Hansey introduced th.e ordinance amending Ordinance 79 -31 concerning
initiative, mini - initiative, referendums and recalls. This is the Ad Hoc
Committee's recommendation to Council, and will be on the April 17 agenda
for full Council consideration.
McIntyre introduced a resolution regarding the placement.of a "Thru
Traffic Use Lakeway Drive" sign on the county end of Euclid Avenue. It
was passed by a 6 -1 (Van Zanten)vote, after discussion on the nedd to do
by ordinance or resolution, and if a public hearing was necessary.
McIntyre introduced a resolution of intent to lease and it was passed
unanimously. (It is in regard to the Nor -Bell Nursing Home Residence)
COMMITTEE REPORTS
Planning reported that the Comprehensive Plan amendment of Water
District 10.and the South Bay area rezone will be on their next agenda.
Public Safety reported that residents in the Britton Road area are
asking for the formation of a dog control zone. Public Safety will work
with the Public Works Department on this.
Johnson informed the Council on the status of the State Jail Commission
meetings.

Roehl again requested from the Planning Department a report on the
update of the Comprehensive Plan. It should be available at the next
Council meeting. He also mentioned the Chamber of Commerce Energy Task
Force conference to be held April 22, 1980.
