The meeting was called to order at 7:07. All Council members were present for
roll.
Fi .al 'Pulblic Hearin;; was held on the 1980 budges:, particularly on the Federal
Shared Revenue. n_> ti.cn.
Jobe Ri=-t-Z, i.-,resident of the Miatcom County Crisis Services gave a brief pres-
entation describing the services that the IVCCS offers to the public, and requested
$21,030 from the County for the service. .Joan Muenscher spoke in favor of the Crisis
Services as a volunteer for that service.
rry Greer was in favor of continlli_ng the outrloor program in the Parks Department.
Jose Rota, Olivia Cuellar, Kathy Posthumous and Victor Cuellar all were for addi-
tional money being appropriated to the Sheriff's dep"Irtment for more deputies to be
hired.
Ross >oilc.e•, Dick ZaYelow, and Jo.ui Kudsk testified in favor of reinstating funds
cut from the Parks Department.
Pul,l.ic Hearing on the 1.980 budget was closed.
Vote was taken on the appointment to the Miatcom County Council District 3 position
B. Fi.rral vote was Ha.zs y, Muenscher, Johnson, and Van Zanten voting for Donellan, and
Roehl arzd },4czntyre voting for Graham. Donellan was declared the new member, and will
be sworn in on December 6. He will serve until. the position is filled at the 1980
Ncve;iber general election.
The resolution ost,zhlishing procedures for unexpended funds from this date through
I }ecember 30, 1979 ivas withdrawn.
Fin. -Ince Conmi.ittee was not ready with final recommendations on the 1980 budget.
Hansey moved to rei _-ess until Wednesday November 28, 1979 at 7:00 p.m. His motion
carried, and the meeting was recessed at 7:50 p.m.
The meeting was reconvened on Nov. 28, 1979 at 7:OS. All members were present.
A motion was made to add to the agenda a resolution regarding exempt employees' salary
schedule. Motion carried. Don Hansey introduced the resolution and spoke on its
behalf. The new schedule has the elected county officials listed separately, and
the remaining exempt employees as a percentage of the Prosecuting Attorney's salary.
The resolution was passed by a S -1 (McIntyre) vote.

Hansey moved the adoption of the ordinance and explained the procedure for pres-
entation of amendments From the Finance Committee.
Hansen moved an amendment adopting a revised Revenue Estimate for 1.980. Motion
passed.
Hansey moved to accept presented amendments to all Current Expense Budgets except
for Non -Departmental. Motion passed..
Hansey moved to accept amended entries for all Non- Departmental areas except
Association Dues, Fare Marshal and Parks. Motion passed.
McIntyre moved accepting the appropriation for Association dues contingent on the
.Associations submitting a plan of merger, Motion passed. The Chair was instructed
to send a letter so infor►ning to both organizations, all affiliates, Ex. Directors,
all counties, the President of the Senate, and the Speaker of the House.
Hansey moved to set the Fire Marshall appropriation at $28,313 and. provide the
service in- house. Motion lost 2 -4.
Hansey moved the Finance Conmiittee recommendation of appropriating $40,739 for
Fire Marshall servi.cecontract with Bellingham. Motion passed 5 -0.
Hansey moved Finance Committee's recommendation of an appropriation of $728,573
to the Parks Department. He then moved an amend►nent to change the amount to $6403,643.
The amendment: lost (1-5). Original motion passed 5 -1.
Further and final consideration of the budget was deferred to Thursday November
29, 1979.
The meeting was adjourned at 9:50 p.m.
