PUBLIC HEARING ON THE 1980 BUDGET
November 20, 1979
A second public hearing on the prelimainary 1980 budget was held on November
20, 1979. The meeting was called to order at 7:08 with all members present.
The folloiwng people gave testimony asking for additional money for the Sheriff's
Depa.rtiaent :
June Filbert (entered letter), Dave Glass, and also David Jaratt and Duane Ja-
coby, requesting on the grounds that the response time is a minimum of 40 minutes
up to 2., hours. They feel this is much too long, and requested the hiring of
more deputies.
Dave Glass also a.poke against the proposed change in the Fire Marshal budget.
It is proposed to discontinue the contract with the city of Bellingham for providing
their services in favor of the County having their own Fire Marshal. Glass testified
that the City has five full. -time people in that department, and that there is no pos-
sibility that a one- person operation could be as close in efficiency. Jerry Joubert
also addressed the Fire Marshal budget.
Ralph Spalding spoke on miscellaneous subjects.
David Madrid talked about the Sheriff needing more people on his staff that under-
stand minority groups, as did Olivia Cuellar.
James McGlinn, Ron Ri.ggins, Demis Soleibe, and Herb .Langeman spoke against the
proposed Parks budget cuts.
Duane ,Jacoby spoke in favor of them.
