FINANCE COMMITTEE MINUTES
December 3, 1979 - 4:00 p.m.
The meeting was called to order at 4:00 p.m..in the County Council
Conference Room. Present were Don Hansey, Shirley Van Zanten, Will Roehl,
Finance Committee members, and Judges Rhea and Ross.
1. DISTRICT COURT -- The County Council proposed budget did not fund the
request for a Clerk 1, Line Item 512- 40- 11 -.12. It was the understanding of.
the Council that this was a new position to begin January 1980. However, the
Court states there is presently a CETA employee in this position who could .
stay on the position until September 1980. However, the individual has been
offered a permanent position in Juvenile Probation and would accept that
ti position,if the District Court position is not made permanent..
The finance committee met with Judges Rhea and Ross to discuss the
matter.
By unanimous vote it was decided to postpone the question until firm
revenue and expenditure figures for 1980 are received.
2. COUNCIL SECRETARY - Beginning January 1, 1980 the Council will have its
own secretary. There is some question as to whether the•secretary to the
Council can perform certain duties such as taking minutes at Council meetings.
To insure there is no legal question on this matter the Council Chairperson
will request in writing to the, Auditor that the Auditor deputize the Council
Secretary as a Deputy Auditor as in the past.
The above suggestion was unanimously recommended by the committee.
3. EXEMPT EMPLOYEES.- Several questions have arisen regarding the Exempt
Employees Resolution passed by the Council.
It was unanimou.s•ly voted to hold off further action on these matters by
the Finance Committee until the week of December 10.
