Minutes of the previous meeting were approved as presented. EXECUTIVE ITEMS The transfer of funds for the Park Department was tabled until the next meeting. The renewal of liquor license for P. V. Sports Shop was approved. The renewal of liquor license for the Mt. Baker Inn was denied by unanimous vote at the recommendation of the Executive= OTHER BUSINESS Will Roehl was appointed to serve on the State Energy Facility Site Evaluation Council as a voting member, in regard to the Trans Mountain Pipe Line application. Muenscher moved to approve the preliminary plat of Evergreen subject .o the conditions as set out in the Findings of Fact recommended by the Hearing Examiner. This was passed by unanimous vote. Munscher also moved to approve the preliminary Plat of Lincoln Place subject to the conditions_ as set out in the Findings of Fact recommended by the Hearing Examiner. The Council unanimously approved this Plat. The settlements with the Treasurer for the months of May through August were approved by the Council, with Finance Committee recommended "do pass." It was moved that the procedure be changed, that after Treas- urer and Auditor investigation and approval, the Settlements would go directly to the Chairman of the Council for signature, without needing full. - Council approval. Motion passed. Correspondence was read and received from Lorna and Robert Bruns stating that they feel law enforcement and road maintaining should be the top priorities in the County. The letter of resignation from Councilman Thompson was read and accepted by unanimous decision. Nominations for a replacement will be accepted to individual Council members, with the Councilpersons making final nominations ;n October 18. The final decision will be reached on November 1. If a 4 -vote majority is not reached within 30 days thereafter, the matter will be referred to the Executive for him to make the appointment. mintes of Council meeting f October 4, 1979 page two The petition for the vacation of alley in block 2, ptat of Deming was referred to the Planning Committee. HEARINGS $ FINAL CONSIDERATION OF ORDINANCES Public hearing was declared open on the ordinance restricting the speed limit in the Plat of Kel Bay and Mallard's Landing. No testimony was taken. Public Safety recommended'Uo pass," and Muenscher moved its passage. His motion carried unanimously. Public hearing was declared open on the ordinance placing stop signs in the Plat of Birch Bay West End Estates, Addition No. 1. No testimony was given. Muenscher moved to approve with Public Safety recommendation of "do pass." The ordinance was enacted by unanimous vote. INTRODUCTION OF ORDINANCES $ RESOLUTIONS -, The ordinance regarding placing stop signs in the Plat of Cedarbrook was introduced by Muenscher and sent to Public Safety. The ordinance that would place stop signs in the Plat of Manlebrook was introduced by Muenscher and unanimously sent to Public Safety. The ordinance regulating the sale of kegs and other containers of seven gallon or more of malt liquor was introduced by Thompson and re- ferred to Public Safety. The ordinance authorizing a supplemental budget for the Solid Waste Management /P.W. fund for 1979 was introduced by Thompson and-sent to Finance. The fifth item on the agenda was tabled until the next meeting. The resolution regarding energy policy for Whatcom County to promote energy conservation methods, alternative energy applications and utili- zation of renewable resources was introduced by Will Roehl. Thompson moved to refer it to Finance, which was rejected. It received its final passage by 5 -1. (Muenscher) vote. OPEN SESSION Roehl was assigned the task of investigating and drafting a letter to send to the presiding judge in the'Milwauk.ee Railroad case. It is possible that the loss of this railroad will result in increased truck traffic on Bennett Drive, which is already a major problem. If this checks gut, he is to present the County's stand on this matter. The meeting was adjourned at 8:40, to reconvene on October 18, 1979.
