The minutes of the November 15 meeting were approved as presented. LABOR CONTRACTS The Finance Committee reviewed and recommended for approval the labor contracts for the Sheri ff'Department and Ferry Maintenance. Hansey's motion to approve carried by majority vote. FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS Hansey, with Finance "do pass" recommendation moved for the adoption of the following four ordinances. They were: (1) ordinance amending the Whatcom County Shoreline Management Program adopted May 27, 1976, amended June 26, 1978, modifying by amending Chapter 8, Section 8.3, Subsection B(2), (2) ordinance amending Whatcom County SEPA Ordinance adopted May 30, 1979, amending Section 10(B)(1) and Section 22, (3) ordinance amending Chapter 8 of the Whatcom County Code entitled "Whatcom County Subdivision Regulations," adopted Dec. 9, 1971 and amendments thereto, and (4) Ordinance amending an ordinance in the matter of amending Chapter 2.24 Whatcom County Code and the Whatcom County Interim Zoning Ordinance. All were passed by five to one vote, with Johnson voting "no" in each case. McIntyre and Hansey recommended approval of ,the ordinance authorizing the consolidation of the three Whatcom County Road Districts as members of the Public Works Committee. McIntyre's motion to approve the ordinance with the attached consolidated levy carried by a unanimous vote. The resolution authorizing the establishment of a central road district at G -3 site was placed on the Dec. 6 meeting agenda for committee of the whole consideration by Council request. The ordinance authorizing levy of taxes for the County and State pur- poses for the year 1980 pursuant: to Home Rule Charter, Section 6.10 had two amendments to the attachment "A." The first was addition $5,000 to the Soldiers and Sailors Relief Fund, a change from $5320 to $10,320, and reducing Current Expense by $5,000, and the second was changing the road portion of the levy to reflect the consolidation of the three road districts. Both amendments passed. The ordinance was tabled. until the consideration of the budget was completed. minutes of Council meeting November 29. 1979 page two The Ordinance in the Matter of the Adoption of the Final Budget for the Year of 1980: The Parks Department budget was reconsidered, with motion by Hansey to reduce the addition from current expense by $20,000. The motion passed. Amendments as recommended by Finance Committee were approved in the various public works department. Finance Committee presented their recommendations for the expenditure of Federal Shared Revenue. Johnson moved to increase North West Washington Fair by $5,000 and decrease Solid Waste contingency accordingly. Motion passed. Johnson's motion to increase Senior Serv- ices by $6746 lost. Roehl's motion to add any interest accrued in 1979 to Solid Waste Contingency passed. FSR expenditures passed as amended. Amendments to the various Independent Funds as offered by Finance Com- mittee were approved. she budget with amendments as adopted was passed by a 5 to 1 (McIntyre) vote, with the provision that the Chairperson and the Chairman of the Finance Committee can make any necessary typographical and computation corrections. The ordinance adopting the levy of taxes for the County and State purposes for the year 1980 pursuant to Home Rule Charter, Section 6.10 was taken from the table for final consideration. Hansey's motion to pass as previously amended carried by unanimous vote. INTRODUCTION OF RESOLUTION The resolution authorizing Whatcom County to employ a professional ne- gotiator was introduced by Hansey, who with Finance recommended "do pass ", moved for final consideration. Hansey suggested an amendment, that on line 18 after "Council" remove the period and insert "unless this provision is waived by the County Council." The amendment passed, and the resolution passed by a majority vote. The meeting was adjourned at 10:45.
