May 31, 19719
Whatcom County Council meeting was called to order by Chairperson
Van Zanten at 7:40 p.m. All Council members were present for roll call
,except Johnson, who was excused by Council.
Minutes were approved as corrected.
FINAL CONSIDERATION OF ORDINANCES:
Hearing for an Ordinance regarding transfer of funds in Purchasing
Departmentl1979 Budget was held. It was moved for adoption by Thompson
and carried, by unanimous vote.
Hearing for Ordinance regarding a Supplemental Budget for Whatcom
'County Juvenile Diversion Program emphasized additional funds from the
Department of Social and Health Services would be lost if June 5 payroll
vouchers were held until June 10. Thompson moved to introduce the
Ordinance as an Emergency Ordinance. Although there was not adequate
time for Public Safety Committee to review the Emergency Ordinance, those
present from that committee urged adoption. The Council, by unanimous
vote, adopted the Emergency Ordinance.
A Public Hearing was held regarding an Ordinance for a Supplemental
Budget for Whatcom County Public Works. Finance Committee and Public
Works Committee recommended approval. Motion to adopt by McIntyre was
carried by unanimous vote of the Council.
Hearing regarding the Ordinance of Procedure for the time, place
and conduct of County Council meetings and the introduction, publication,
consideration and adoption of Ordinances was held. It was moved for
adoption by Roehl and passed unanimously.
The Ordinance hearing combining Personnel and Administrative
Assistant positions was held. Don Hansey moved to accept the new draft
of the Ordinance, as presented by the Executive, which Council then
amended. During public input, Chet Lackey, Attorney, and Ellen
Vaughn, from League of Women Voters, spoke against the Ordinance.
A roll call vote with McIntyre, Md- enscher and Hansey voting yes,
Roehl and Van Zanten voting no and Thompson abstaining, the Ordinance
failed because of lack of majority vote.

Thompson moved for approval of Preliminary Plat Application for
Anderson Estates subject'to the conditions as set out in the Findings
of Fact recommended by the Hearing Examiner. Motion carried unanimously.
Muenscher moved to approve the Preliminary Plat of Hallcrest
Estates subject to the conditions as set out in the Finding of Fact
recommended by the Hearing Examiner. Motion carried unanimously.
Boundary Review Boajrd asked that the planning for Whatcom County
include,joint matters that affect both the cities and rural areas for
Whatcom County to be addressed by the Planning Committee. Thompson
moved to present this is ue, with high priority - to the Planning
Committee, other governmental bodies and appropriate departments -
and to begin investigation. Motion passed unanimously.
INTRODUCTION OF ORD NANCES AND RESOLUTIONS:
Hansey introduced an Ordinance providing simplified procedure for
approval of transfers anal /or revisions within a department and for
approval of budget revisions for expenditure of flow- through funds.
Motion passed and the ordinance was referred to the Finance Committee.
Supplemental Budget for the Nor -Bell Nursing Home was. introduced
by Thompson and referred to the Public Safety and Finance Committees.

OPEN SESSION
There were no remarks when the Chair made this time available
to the public.
COMMITTEE REPORTS:
Finance Committee met and discussed ways to simplify transfer
of budget items,within the department without ordinance each time.
Travel reimbursement for Council members was discussed and it was
decided to follow the present ordinance as adopted by the Board of
Commissioners, May, 1977. Bid recommendation for photo copy equip-
ment for Juvenile Probation Department will be discussed on June 7, 1979.
Liquor license procedures for the County will be studied at a
later date. Hansey submitted the Finance Committee duties and respon-
sibilities to the Council.
Van Zanten pointed out that approved travel was authorized for the
Washington Association of Counties meeting in Spokane. Anyone wishing
to attend the meeting needs to fill out the necessary forms by Tuesday
for discussion on Thursday's Council meeting.
Planning Committee did not have a meeting the previous week.
Muenscher stated - the report regarding the duties and responsibilities
of the Committee would be submitted at a later date.
Chairman Thompson of Public Works Committee had no report for
this week.
Public Safety Committee: Thompson spoke for Chairman Johnson.
The Mental Health Board has,four Boards and many problems. The budget
is very complicated and Council should review. Thompson moved the
Council authorize legitimate expenditures for any of the authorized
members of the Board of Equalization to attend a Seminar in Ellensberg
in June. Motion passed.
ANNOUNCEMENTS:
Items to be placed on Agenda for June 7, 1979 meeting included,
an amendment to the rules of procedure of Council which would amend
Section 4 and the Election of the Executive Pro -Tem.
The meeting was adjourned.
