HomeMy WebLinkAboutCounty Council for May 24 1979THURSDAY, MAY 31, 1979 MINUTES OF COUNCIL MEETING MAY 2 ,, 1979 � q Council meeting was called to order by Chairperson Van Zanten at 7:40 p.m. During roll call, all Council members were present except Johnson. The minutes were approved with corrections as noted. Introduction of Ordinances and Resolutions: An Emergency Ordinance to alleviate congested recreational parking on Mosquito Lake, Strand and Potter Roads, was presented by Vern Geleynse. The problem is congested parking which restricts the use of logging trucks and emergency vehicles along with the blocking of private driveways. Roehl moved to adopt the Emergency Ordinance with the following proviso: that during the next sixty (60) days, the Sheriff and Park Departments are to keep the Council apprised of any problems arising out of the adoption of the Ordinance. Motion carried. Special Matters: A public hearing was held on the franchise application of Whatcom County Cablevision. McIntyre moved a resolution be drawn up granting Whatcom County Cablevision a franchise for fifteen (15) years for Whatcom County, which passed with majority vote. Munescher abstained stating he had a relationship to requester which might constitute a conflict of interest. A public hearing was held on the Fire Protection District petition for Eliza Island. Verification was given that notices of hearing had been published. McIntyre moved to allow formation of Fire District namely: Eliza Island Fire District Protection #20 and to set the election day. Motion carried. hansey, Chairman of Finance Committee, moved to accept bid of the Bellingham Herald for official County printing. Motion carried. Executive Louws was appointed as a member of Emergency Services Council, for the balance of his term of office. Approved by unanimous action of the Council. Page 2 ry�l Minutes - May 2-3, 1979 The Washington State Association of Counties Meeting on June 30, 1979, precludes Council meeting on June 30, 1979 and Iiansey moved that the Council meet on June 7th and June 21st at 7:30 p.m. in Courthouse with the Chair to call special meetings as needed. Motion carried. McIntyre moved to have future meetings on the first and third Thursday of each month, with the Chair calling special meetings as needed. Motion carried. Special Matters: Hearing regarding H.U.D. Application was opened and testimony taken, after which McIntyre moved to adopt the Resolution authori- zing filing of Whatcom County final application for the H.U.D. Small Cities Block Grant Program. Motion passed. Open Session: The Chair made time available for public comments. There were none. Reports of Committees: Finance: Chairman Hansey reported on May 22, 1979 meeting. Finance Committee recommends approval of revisions of 1979 Public Works Fund and also recommends acceptance of bid of Bellingham Herald for the official printing for Whatcom County. Mileage for Council members was also discussed by the Committee. Planning: Chairman Munescher reported on May 22, 1979 meeting. Discussion of preliminary plat review of Hallcrest Estates and Anderson Park Estates was held. This will be placed on the Council Agenda for May 31, 1979. To help simplify work loads, all committees should state in writing what appears to be their domain. Land Use Plan Policies have been compiled by Planning Office for Council and distributed to each member. Page 3 Minutes - May 23, 1979 Public Works: Chairman Thompson submitted the draft of the domain for the Public Works Committee. The items that should be reviewed by this committee are, Roads, Engineering, River Improve- ments, Ferry System, Building Construction & Maintenance, Motor Pool, Solid Waste and Building Codes.
