HomeMy WebLinkAboutCounty Council for June 21 1979WHATCOM COUNTY COUNCIL MEETING MINUTES OF MEETING JUNE 21, 1979 Whatcom County Council Meeting was called to order by Chairperson Van Zanten at 7:35 p.m. All Council members present for roll call except Johnson and McIntyre, who were excused. Minutes were approved as corrected. The Chair asked for three additions to the Agenda namely: #1 - Introduction of Resolution for distribution of the P.U.D. Tax Revenue. #2 - Resolution for a Hearing Date for formation of Blaine Area Park and Recreation District. #3 - Nominations to fill vacancy in Planning Commission expected July 1, 1979. (Van Zanten) Motion by Thompson to accept the three added items to the Agenda passed unanimously. HEARINGS AND FINAL CONSIDERATION OF ORDINANCES Resolution regarding the matter of adoption of Whatcom County Six -Year Transportation Improvement Program was reviewed by Engineer Ed Henken. The one (1) year program (which is program for existing arterial roads), will come before the Council in July. Public Works Committee plans to hold hearings in each district on it. Thompson moved to adopt resolution. Roll call vote passed motion unanimously. Ordinance providing simplified procedure for approval of transfers and /or revisions within a departmental budget and for expenditure of flow- through funds was moved to be adopted, as amended, by Hansey. The amendments provide for Council approval of transfers over $5,000.00, and flow - through funds over $2,000.00. Motion passed unanimously. Page 2. Minutes of Whatcom County Council Meeting June 21, 1979 Ordinance regarding budget revision request for Whatcom County Infirmary, d /b /a/ .Nor -Bell Nursing Home, was moved to adopt by Roehl. Public Safety Committee recommended 'do pass' and Finance Committee made no recommendation. Passed unanimously. (Mr. Jones, Director, stated the revenue is unspent 1978 income and per diem rate raise from the State of Washington.) A Hearing for 'Vacation of Lot Line in Fullers Ten Acre Tract was held, The Planning Department and Engineering recommended vacation of the lot line, which would permit changing two (2) - 10 -acre plats to four (4) - 5 -acre plats owned by one person. Thompson moved to approve the vacation, Motion carried unanimously. After time for Public Hearing, Muenscher moved to approve the vacation of alley in Plat of Seacrest on Lummi Island, upon recommenda- tion of Planning and Engineering Departments. Motion passed unanimously. The Chair opened Hearing regarding Application for Franchise by Water District #12. Jim Wilson, Engineer, stated Whatcom Meadows was financing their own pump station and lines, which would tap into a main to the City of Burlington. Jack Drafs, Glenhaven resident, stated that the sewer line and easement over public lands could possibly be larger and a service for others in the area. Thompson moved to introduce the Ordinance and that it go to Public Works Committee for review. Roehl amended motion that the Ordinance be reviewed by the Planning Committee, as well as the Public Works Committee. Motion, as amended, passed unanimously. INTRODUCTION OF ORDINANCES AND RESOLUTIONS Thompson moved to introduce the Ordinance regarding supplemental budget request for Whatcom County Youth Diversion Program, and to be referred�to Public Safety Committee. Motion passed unanimously. Ordinance regarding placement of-stop sign on Wahl Road at Inter- section of Kelly Road was moved by Hansey to be introduced and sent to Public Works and Public Safety Committees. Motion passed by untinimous vote. Page 3. Minutes of Whatcom County Council Meeting June 21, 1979 Ordinance regarding placement of stop sign on Wahl Road at Inter- section of Kelly Road was moved by Hansey to be introduced and sent to Public Works and Public Safety Committees. Motion passed by unanimous vote. Resolution clarifying Whatcom County Comprehensive Plan as it applies to Whatcom County Water District #16's Proposed Water Supply Source was introduced by Hansey. Section 2 was amended by striking the words - "does not apply in this instance to Whatcom County" and inserting, "is waived by the 1�,hatcom County Council in this particular instance only ". Words after'boundaries'to be dropped. Resolution, as amended, carried unanimously. An Ordinance regarding Supplemental Budget for Humane Society was moved to be introduced, and sent to Public Works and Finance Committees by Thompson. Passed unanimously. A Resolution apportioning distribution of P.U.D. Privilege Tax Revenues was moved by Hansey. It is a once a year item which goes to three (3) school districts and $6,000.00 had been committed to the Road Fund for 1979 by the Commissioners. Passed unanimously. A Resolution for formation of the Blaine Area Park and Recreation District was so moved by Thompson. A date for hearing was set for next regular Council meeting that would fit with the publication dates. OTHER BUSINESS The Chair stated that Planning Commission nominations will remain open until July 5 Council Meeting, although names and resumes should be in the hands of Council members by July 1, to have prior time to review. Nominations made were, Phyllis Graham by Roehl and Beverly Sullivan by Hansey. Under the direction of the Ad Hoc Nominating Committee, information on the present Planning Commission Members is to be obtained and sent to all Council members. Zoning Ordinance amendment to implement 1979 Point Roberts Plan was moved by Thompson to postpone consideration until July 5 Council Meeting. Motion carried unanimously. Page 4. Minutes of Whatcom County Council Meeting June 21, 1979 EXECUTIVE ITEMS In speaking for Johnson, Thompson moved we participate in the Executive Training Program - which is directed toward management personnel. It was moved by Thompson that the Council encourage the Cqunty Executive to arrange for the Training Session and encourage executive branch, elected officials, department heads and Council to participate. The dates suggested were the last of August or the first of September, Motion carried unanimously. Thompson reported on Public Works Committee meeting. Louws has suggested to update the Solid Waste Plan, a Blue Ribbon Committee be appointed and work with the Engineering Department. The cost would be about $1,000.00 - plus staff time. The Committee voted to approve. It was suggested Council of Governments and Health Department be represented on Committee. REPORTS OF COMMITTEES Finance Committee: Chairman Hansey stated the Gambling Tax Ordinance needs more details for full Council action, but will remain on Finance Committee agenda. The Sheriff Department Supplemental Budget request is to be presented to Council on July 5 meeting. It must be acted upon before the end of July. Hansey moved to authorize Louws to transfer line items within the Sheriff's Department Budget, (in the amounts of $14,050.00) as proposed. Motion was unanimously carried. Governor Ray, during her visit here, made a commitment to assist in border town problems. Parks Board would like to set up an informational day for Council members, to inform Council of items under Park Board jurisdiction and visiting some of the facilities.
