HomeMy WebLinkAboutCounty Council for July 5 1979WHATCOM COUNTY COUNCIL MEETING MINUTES OF 14EETING JULY 5, 1979 Whatcom County Council Meeting was called to order by Chairperson Van Zanten at 7:35 P.M. All Council members were present for roll call. Minutes were approved as presented. v The Agenda was altered such that Other Business followed the Executive Items. EXECUTIVE ITEMS There were ten recommended Budget Revisions or Flow -Thru Funds budgeting. The following eight were approved unanimously: BUDGET TRANSFERS No. 6 -5 for $15,750.00 in the Ferry Maintenance /Public Works Dept. No. 6 -6 for $12,163.67 in the Tort Claims Defense budget. No. 6 -7 for $12,365.00 in the Mental Retardation budget. No. 6 -8 for $36,665.50 in the Alcoholism Fund. No. 6 -15 for $44,500.00 in the Solid Waste Fund. No. 7 -4 consisting of four transfers of $8500.00, $150.00, $1000.00, and $1075.00 within the Parks Department budget. FLOW -THRU FUNDS No. 6 -1 for $5042.00 in the Mental Health /Drug Abuse budget. No. 6 -2 for $20,000.00 in the Mental Retardation budget. Two items dealing with the Sheriff's Department and the Election Reserve Fund were sent back to the Finance Committee for further study. Chairperson Van Zanten moved that the supplemental budget for the Youth Diversion Program not be adopted:as.an ordinance,but rather approved as a flow - through item. Motion passed unanimously. SOLID WASTE STUDY The Department of Ecology has indicated that LJhatcom County is in need of updating the solid waste plan currently in effect. If a plan is not set up meeting DOE specifications, we will not be eligible for Referendum 26 grant monies. The County needs to update its Solid Waste Plan before any monies can be- Considered. Referendum 26 currently has about 10 million dollars unallocated on a first - come first - served basis. If a plan or a committee is not established, minutes of Whatcom County Council meeting page 2 July 5, 1979 $66,000 already spent by the County would possibly have to be repaid to the DOE. Thompson moved that.-the Ad Hoc Committee on Appointments. work with Louws to form a Blue Ribbon Committee charged with conducting a study and formulating a plan for Solid Waste disposal in Whatcom County. Motion passed unanimously. OTHER BUSINESS The ordinance to amend the Zoning Text and Map of Whatcom County Zoning Ordinance to reflect rural residential island and forestry zoning for Lummi Island was introduced by Muenscher and referred to the Planning Committee. The introduction of the ordinance to amend the Zoning Ordinance to implement the 1979 Point Roberts supplement to the County Compre- hensive plan was introduced by Roehl. The Planning Committee recommended passage of Jurgen Stollberg's application of preliminary plat for the expansion of the Lamplighter Mobile Home Park on the Douglas Road near Ferndale. Motion passed unanimously. Application of a preliminary plat of the Sunset Subdivision at Anderson and Ha.rborview Roads encompassing 9.24 acres and consisting of four single- family homes and sixteen duplexes was recommended by the Planning Committee. MD Lion passed unanimously. The Whatcom County Alcohoi..Administration Board made a presentation describing the alcohol services currently available in Whatcom County. The WCAAB will be moving to the Courthouse Annex on Forest Street early in September. The number of people helped by this agency has risen from twenty early in the 1960'x, to over 1600 persons in 1978. The County has provided $2700 toward its operation this year. BOARD APPOINTMENTS Corky Johnson was approved as voting member to the Northwest Regional Council. Will Roehl was approved as ex- officio member. Wella Hansen was nominated to serve on the Northwest Senior Services Board until 1982. Shirley Van Zanten was nominated to serve until 1981. Both were confirmed. Hortense Westerman was nominated and confirmed to serve on the Whatcom County Housing Authority. The motion to appoint Conrad Thompson and Rosemary Flora to the Mental Health Board was amended to include the names of Mary Dale and Ronald Savey. Motion passed unanimously as amended. minutes of Whatcom County Council meeting page 3 JLtly 5, 1979 The Museum of History and Art Board nomination was Corky Johnson who withdrew his name, substituted-Will Roehls, who also refused nomination. This appointment was referred back to the Appointment Committee. Confirmation of the appointment to the Park Board was amended and passed to include Robert Haugen from the 2nd District, and Robert Tull from the 3rd District. , Appointment to the Alcohol Board was amended from the confirmation of Corky Johnson and Conrad Thompson such that Thompson only was appointed to serve until 12/31/80. The remaining unfilled position was sent back to the Ad Hoc Committee for a new nominee. The Planning Commission appointment from the 3rd District was postponed until the July 19 meeting due to the lack of information regarding present Commission members as was requested by the Council. FINAL HEARINGS The Ordinance granting a 25 year Sewer Force Main Franchise on Certain County Roads to Whatcom County Water District No. 12 was amended as follows: 1) That the narrative of the Comprehensive Utility Plan be used that says sewage can flow south in this area, 2) that there be an amendment to Water District 12's plan to include Whatcom Meadows in the service area if required, and that 3) approval of the DOE if required, also be obtained. Ordinance was passed as amended by unanimous vote. Ordinance involving placing a stop sign at the intersection of Kelly & Wahl Roads as recommended by Public Works, the County Engineer, and Public Safety was passed unanimously. The Ordinance providing a supplemental budget non - departmental fund for the Humane Society considered by Public Works and Finance with a do pass recommendation was passed by a 6 to 1 (McIntyre) vote with the provision that the Humane Society be reviewed extensively before the 1980 budget is approved. INTRODUCTION OF ORDINANCES AI4D RESOLUTIONS Resolution amending Resolution No. 79 -1, that of deleting from the second sentence, lines 3 and 4, pp. 3 "for public hearing," was moved by Roehl and passed unanimously. minutes of Whatcom County Council Meeting page 4 July 5, 1979 Ordinance amending the 1976 edition of the Uniform Building Code by adding and amending to section 302(a) Whatcom County Code 2.05A.090 was introduced by Roehl and sent to Public Works by unanimous vote. Ordinance granting a 15 year domestic water main franchise on Certain County Roads to the City of Ferndale,introduced by Thompson, and referred to Public Works and Planning committees. Motion passed unanimously. Resolution repealing previously passed resolution by the County Commissioners on Feb. 26, 1979 regarding the matter of reducing the speed limit on Whatcom County Roads unless otherwise posted was intro- duced by McIntyre and passed unanimously. i Ordinance granting a 25 year franchise to Whatcom County WAter Dist. No. 16 to install, operate, and maintain water mains and water distribution lines along certain roads in Whatcom County was intro- duced by Roehl, referred to Public Works and Planning, and passed unanimously. The next five items on the agenda all dealing with supplemental budgets were introduced by Thompson and sent by unanimous vote to the following committees: To the Public Safety Committee were 6) Assigned Counsel Dept., 8) Emergency Services Dept., 9) Sheriff's Dept., and, 10) Superior Court. The above four with the addition of 7) Election Reserve Fund were assigned to the Finance Committee. The chair requested the Public Safety Committee to review two applications for new liquor licenses with the Executive. Meeting was adjourned at 10:30 P.M.
