HEARINGS Public hearing was held on the first three ordinances. Paul Rushing gave testimony on the ordinances. McIntyre, with Public.Works recommended "do pass," moved for the adoption of-the first ordinance, adopting, by reference and in accord - ance with the State Building Code Act,.except as herein modified, the Uniform Mechanical. Code, 1979 Edition, the Uniform Fire Code, and the Uniform Plumbing Code. The ordinance passed by unanimous vote. The second ordinance providing for the issuance of a revocable encroachment permit in accordance with the standards set forth in WAC 136- 40 -20() through EAC 136- 40 -f17. was given "do pass" by Public Works. McIntyre made motion to enact the ordinance. His motion passed by unan- imous vote. "1.o pass" .recommendat-i.ou from Iublic Works was given on the third ordinance adopting, by reference, the 1979 Edition of the Uniform Build- ing Cod-e, related standards, supplements and appendices thereto published by the I:1t.ernat.ional Conference of Building Officials. McIntyre made a motion to adopt, which passed unanimously. Hearing was held on the Assessment Roll for Rodd Improvement District 14. Ed Henken., County Engineer and Steve Gaidos, a bond consultant, explained the background, work done, and financial, details on the reso- lution in the matter of confirming the final assessment roll in road minutes of Council meeting December G, 1979 page two Improvement District No. 4 and certifying same for collection. FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS Public Safety gave a "do pass" recommendation to the ordinance regarding the regulation of the sale of kegs or other containers of seven gallons or more of malt liquor., Larry Mount, Sheriff, presented to the Council some information regarding how the kegs would be given serial numbers for identification'. and also, assuring of the incorporated areas' promise to pass similar ordinances in their areas. The resolution, as amended, passed by a 5 -2 .vote, Johnson and McIntyre voting against. OTHER LOUSINESS Jon Donellan was appointed to serve on the same Council Committee positions as Thompson had had. He will serve on the Public Works Com- mittee and Public'Safety Committee for the remainder of the year. .Johnson moved to have the first meeting in .January on the teTith,. and January 24 will be the second meeting. His motion carried. The application of George Visser for preliminary plat approval to expand a mobile home park was received and sent to the Planning Committee. Ur. Sortini addressed the Council, asking for funding from the County for a Children's Center for the diagnosing of pre - school children who have disabilities. He would like a one -year only funding from the County to help the center get started. He is also applying for State, Federal, and private funding in addition to County money. This matter was referred te.the I=inan.ce Commit:too. INTRODUCTiON OF OPI ?DANCES AND RESOLUTIONS Roehl introduced the ordinance amending Whatcom County Code 4.14.007 to ref.l.ect recent state law amend-ments, and it was referred to Finance. McIntyre :introduced the ordinance establishing a permit system for and standards regulating the private access use of unopened county rights of way and repealing Resolution E -78 which had been enacted June 26, 1978 by the County Commissioners. It was sent to Public Works. Hansey introduced ordinance as follows, and they were referred to Finance: the ordinance authorizing a supplemental budget for the Assigned Counsel. An Ad Hoc commit- tee was formed cons istingy of Van. uanten (chairperson), Roehl, Donellan, and possibly I ansey to consider it. Hansev introduced the ordinance amending the ordinance authorizing the levy of taxes for County acid State purposes for the year 1980 pur- suant to Home Rule Charter, Section 6.10, and it was referred to Finance. The irnmergency clause was struck from the ordinance. McIntyre introduced the ordinance amending the ordinance author- izing the consolidation of the three Whatcom County Road Districts, and it was referred to Public Works and Finance. The resolution in the matter of the sale of Whatcom County surplus equipment and the setting of a date for public hearing thereof pursuant to RCW 35.34.020 was introduced by Roehl and sent to Public Works. McIntyre introduced and moved adoption of the resolution regarding the funding of preliminary engineering, right -of -way costs, and construc- tion of the reconstruction of Britton Road. After a brief discussion, the resolution passed unanimously. Roehl introduced the resolution in the matter of increasing the filing fees paid to the Law Library from $7.00 to $9.00 and it was sent to Finance. McIntyre introduced the resolution regarding street name changes in the plats of West Geneve and Clark's Acre Tracts Addition to Belling- ham, and it was referred to -the Public Works Committee. The resolution in the matter of the formation of the Northwest Parks and Recreation District No. 2 was moved for adoption by Donellan and received .final passage by unanimous vote. OPEN SESSION Robert Frost requested that the County Council meet with the Belling- ham City (Council. and the State and try to resolve the traffic problems on the Guide Meridian in the vicinity of the Meridian Village Shopping Center. COILNUTTEE REPORTS Muen.scher gave a brief report from the Solid Waste Committee. Hansey, on behalf of the Finance Committee, thanked the Council and the Executive for the help in. the 1980 budget.
