WATER RESOURCES COMMITTEE
June 4, 1991
The meeting was called to order at 12:00 p.m. in the Council Chambers, 2nd floor, 1000 N.
Forest, by Chairperson Don Hansey. This meeting is a continuation of the recessed May 28,
1991, meeting.

Haney introduced Bob Wood, the new Budget Analyst and Research Assistant for
Whatcom County.
1. RESPONSE FROM ADMINISTRATION TO MOTION MADE AT 4/9
MEETING: "...TO BRING FORWARD AN INTERIM REGULATION TO
IMPLEMENT SECTION 63 (AS APPLIES TO "ADEQUATE POTABLE
WATER SUPPLY") OF HOUSE BILL 2929 TO THE HEALTH BOARD FOR
PUBLIC HEALTH IMPLEMENTATIONS TO INCLUDE SOME CLARITY
ON THE APPEAL PROCESS, WITHIN TWO WEEKS." (AB91 -127) 63 -72
Dr. James and Sue Blake were both present to answer question from the committee
and to clarify the changes made since the last meeting.
Fenton Norman, engineer: If an engineer has designed a system and put his license
on the line for it, then the engineer is going to be out checking on the implementation of
his designs. Not to accept a PE's design, but to request a bureaucratic review procedure
under an interim plan, is expensive beyond reason.
Considerable discussion about the definition of a certified operator and of
maintenance followed as well as discussion about different types of systems and the need
for monitoring water sources.
Because of the need for fine- tuning the wording in the interim regulation, the issue
is kept in committee until next week. Haney stated that it is the intention to put this item
in its final form before the Council. He adjourned the meeting.
