WATER RESOURCES COMMITTEE
July 9, 1991
The meeting was called to order at 12:00 p.m. in the Council Chambers, 2nd floor, 1000 N.
Forest, by Chairperson Don Hansey.

1. RESOLUTION ESTABLISHING INTERIM REGULATIONS FOR
DOMESTIC WATER SUPPLY (AB91 -127) 55
Dr. James and Sue Blake presented the rationale for needing interim regulations and
covered the requirements under the interim regulations, answering questions from the
committee.
Fenton Norman: Questioned the term disinfection. Is the standard definition being
used? Pointed out that what is found in the water determines how it is disinfected.
Requested that the Health Dept. explain such things to homeowners.
Lonnie Barratt: Pointed out that NSF stamp does not mean tested for potable
drinking water; it's only good for what NSF has tested for. The public should be made aware
of this. Suggested changing the language to indicate approved by NSF for drinking water
rather than just approved by NSF.
Leroy Shank: Concern on pg. 10, paragraphs 2 & 3. Questioned the need to comply
with public water supplies and the need to certify the water upon sale. The seller needs to
disclose to the seller any water treatment, but there should be absolutely no wording that
would make the seller responsible after the sale.
Ken Johnstone: Concern on pg. 9, the treatment system must be designed by a
qualified organization or person. He feels that this section goes beyond the state law;
because this county has no qualified person, the compliance should be the same as that
required by the state.
Eileen Shank: There are many systems of water purification. They don't necessarily
need to be designed by engineers.

JACKSON MOVED TO RECOMMEND APPROVAL TO COUNCIL
INCORPORATING THE CHANGES ON PAGES 9 AND 10, THE PRECISE WORDING
TO BE WORKED OUT BY IMHOF AND JAMES.
Motion carried unanimously.
Haney commended the Health Department on the job they did on this interim
regulation.
2. RESOLUTION OF INTENT FOR THE FORMATION OF A LAKE
MANAGEMENT DISTRICT FOR THE LAKE SAMISH AREA AND
SETTING A PUBLIC HEARING ON THE FORMATION OF THE
DISTRICT (AB91 -257) 82 -84
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
Because there was no further business, the meeting was adjourned.
